Anadolu says the IMF finished Ukraine's first review in July. Kyiv Post says the mission is only opening it.
An IMF staff mission led by Gavin Gray began work in Kyiv on 31 August. Anadolu, datelined Moscow, reports it as a follow-up to a first review the board approved in July, releasing about $690 million. Kyiv Post reports the same visit as the opening of that first review, with Kyiv behind on reform commitments — then says, later in the same report, that the board cleared the first review in June for $685.5 million. Nothing we hold reconciles the two.
The visit. IMF staff led by Gavin Gray, the Fund's mission chief for Ukraine, began meetings with Ukrainian officials on Monday 31 August on the economic outlook, the reform commitments under the $8.1 billion Extended Fund Facility, and the 2027 draft budget. All three reports agree on that much.
Which review it is. They do not agree on what the mission is for.
| Reported by | This mission is | First review approved | Tranche |
|---|---|---|---|
| Anadolu Agency, Moscow dateline | a staff visit that follows the first review | July | about $690 million |
| Kyiv Post, opening line | the visit that opens the first review | not stated there | — |
| Kyiv Post, later in the same report | not restated | June | $685.5 million |
Whether Kyiv is behind. Kyiv Post names the misses: transfer-pricing amendments to the Tax Code not submitted by the end of June, a digital-platform tax bill left unsigned by President Volodymyr Zelensky, and no published confirmation that a financial-sector risk framework took effect. On 1 September parliament rejected the parcel VAT bill on 210 votes against the 226 needed, and blocked a selection vote the EU's loan required by August. Anadolu carries no missed deadline and quotes no Ukrainian official.
The bill for it. Prime Minister Serhii Koretskyi told parliament Ukraine needs $30 billion from partners in 2026 and faces a separate $27 billion defence shortfall. Both figures come from one speaker on one day, through Interfax-Ukraine.
Not settled. Whether the board approved the first review in June or July, and whether this mission opened that review or followed it. Nor which figure is the same tranche twice. Nobody who would pay the parcel tax is quoted in any of the three reports.
What this is about. Ukraine is paying for a war partly with loans from the International Monetary Fund (IMF). The money comes in instalments, and each one depends on Ukraine keeping promises about taxes and reforms.
How it got here. - Russia annexed Crimea in 2014 and backed armed fighting in eastern Ukraine. On 24 February 2022 it launched a full-scale invasion. The war has gone on since. - The war costs far more than Ukraine's taxes bring in. Foreign governments and international lenders cover much of the gap. - The IMF lends to member countries that cannot meet their payments abroad. Its staff negotiate a programme with the government. Its Executive Board, where member governments sit, approves it. Money is released in tranches, each after a "review" of whether agreed conditions were met. - In late 2025, IMF staff and Ukraine agreed a new four-year Extended Fund Facility worth about $8.1 billion, Anadolu and Kyiv Post report. An Extended Fund Facility is the Fund's longer loan, meant for deep problems that take years to fix. - The European Union lends separately through its €90 billion Ukraine Support Loan, which carries its own conditions, Kyiv Post reports.
Who is involved. - IMF staff, led on Ukraine by Gavin Gray, check progress. The board decides whether money is released. - Ukraine's government, under Prime Minister Serhii Koretskyi, makes the promises and drafts the bills. - The Verkhovna Rada, Ukraine's 450-seat parliament, must pass them. A bill needs 226 votes. - President Volodymyr Zelensky must sign laws before they take effect. - The EU ties its own loan tranches to some of the same steps.
What is at stake. One condition is ending the VAT exemption on imported parcels worth under €150. The Finance Ministry estimated it would raise about Hr.10 billion a year, Kyiv Post reports. Passing it was a condition for an IMF tranche of roughly $0.7 billion and a €3.7 billion EU tranche. The people who would pay are those ordering low-value goods from abroad. None of them is quoted.
Where it stands. IMF staff began meetings in Kyiv on 31 August. On 1 September parliament rejected the parcel VAT bill. The reports we hold disagree on whether the first review was approved in June or July.
What is being argued about
- Whether the mission that began work on 31 August opens Ukraine's first review under the $8.1 billion facility or follows one already approved.
- Whether the IMF's board cleared that review in June or in July, and whether the money released was $685.5 million or about $690 million.
- Whether Ukraine has missed reform commitments due before the end of summer: two reports list them, one names none.
- What the parcel VAT bill's second defeat this year costs — a roughly $0.7 billion IMF tranche and the EU's €3.7 billion second tranche, on one outlet's account.
