Araghchi says Hormuz 'will be open within seven days'; Pezeshkian says Iran never closed it
Iran's foreign minister told reporters in New York that the strait can open within a week if certain conditions are met. He did not say what they are. On the same day, Shargh quoted Iran's president saying 'the Strait of Hormuz was open.' None of the reports we hold sets the two statements side by side.
The offer. Asharq Al-Awsat and The Jerusalem Post report that Iran has sent the United States a proposal. Foreign minister Abbas Araghchi told reporters in New York: "If certain conditions are met, the strait will be open within seven days and talks will start." That is his wording as Asharq Al-Awsat quotes it.
The denial. Japan's Kyodo news agency was first to report the plan. Asharq Al-Awsat says Iranian media denied that report. It does not say which Iranian media.
The president. Shargh quotes President Masoud Pezeshkian: "We had not closed the Strait of Hormuz; the Strait of Hormuz was open."
| Report | What it says about the strait | Is it closed now? |
|---|---|---|
| Asharq Al-Awsat | "will be open within seven days" | implies yes |
| The Jerusalem Post | a plan for "reopening" it | implies yes |
| Shargh (MP for Shiraz) | Iran's "conditions for reopening" | implies yes |
| Shargh (president) | "was open" | no |
| Shargh (markets) | a "phased Hormuz agreement" | does not say |
The markets. Shargh quotes economists who say the dollar could fall back towards 229,000–230,000 toman if the market welcomes the news.
What is not settled
- The conditions. None of the reports we hold names a single one.
- Washington's answer. We hold no US statement on the proposal.
- The June memorandum. Only The Jerusalem Post says the plan builds on one. It cites Araghchi.
- Open or shut. Iran's own officials describe the strait both ways.
What this is about. Whether Iran will let ships pass freely through the Strait of Hormuz again, and on what terms, as the price of ending its war with the United States.
The strait. Hormuz is the narrow sea passage between Iran and Oman. It is the only route from the Gulf to the open ocean. Oil and gas from Saudi Arabia, Iraq, Kuwait, Qatar, the United Arab Emirates and Iran itself are shipped out through it. For decades Iran has treated the threat to close it as its strongest card against outside pressure.
How it got here. Iran and the United States have been adversaries since the 1979 revolution. For two decades their main dispute has been Iran's nuclear programme. A 2015 deal limited Iran's uranium enrichment in return for lifting sanctions. The United States left that deal in 2018 and brought the sanctions back. Iran then expanded its enrichment. Hamas attacked Israel on 7 October 2023, and war in Gaza followed. In 2024 Israel and Iran struck each other directly for the first time. In June 2025 Israel launched a war on Iran, and the United States bombed Iranian nuclear sites before a ceasefire. The present war between Iran and the United States came after that. Who started it is disputed. In Shargh, Pezeshkian says Iran was attacked "without any legal reason".
The actors. Masoud Pezeshkian has been Iran's president since 2024. Abbas Araghchi is his foreign minister and Iran's lead negotiator. He is in New York for the UN General Assembly. Donald Trump's administration will decide the American answer.
What is at stake. Reopening the strait is the central term in any end to the war. If it opens, ships can move and Gulf exports can resume. If talks fail, the fighting goes on and the strait stays shut. Shargh reports that Iran's currency is already moving on the news.
Where it stands. Iran says it has made an offer with conditions attached. The conditions are not public, and we hold no reply from Washington.
What is being argued about
- Whether Iran closed the Strait of Hormuz at all
- The conditions attached to the seven-day offer, which no report names
- Iranian media's denial of the first report of the plan
- What the offer is doing to Iran's currency
