Brussels says the money is found for 2026; Zelensky says 2026–2027; one headline says $27bn
The European Commission and Ukraine said on 1 October that they had found the means to cover Ukraine's budget and defence needs for 2026. Ukrainian outlets reported different periods and different sums. A Russian outlet, citing Politico, reported that Kyiv is running out of money.
What both sides said. The European Commission says it and Ukraine "identified the means" to cover Ukraine's budget and defence needs for 2026. President Volodymyr Zelensky says they agreed "the format, timing and steps" for 2026 and 2027.
Which year. It depends on whose statement a report led with.
| Account | Period | Figure | Carried by |
|---|---|---|---|
| Commission | 2026 | none given | Ekonomichna Pravda, Ukrainska Pravda, Censor.NET, Espreso TV |
| Commission, on 2027 | 2027 | €45bn loan, "if the set conditions are met" | Espreso TV only |
| Zelensky | 2026–2027 | none given | Censor.NET, Espreso TV |
| Espreso TV headline | not stated | $27bn | Espreso TV |
How much. The only sum the Commission is quoted giving is €45bn, and it is for 2027. Espreso TV's headline says the Commission named the steps for Ukraine to get "$27bn". The Commission statement in its own report does not use that figure. The $27bn is what the prime minister, Serhiy Koretskyi, said on 1 September that Ukraine needed in emergency money.
Money running out. Regnum, citing Politico, leads with Kyiv's war funds running out "at the worst moment". The part we hold does not mention the deal.
What is not settled - Whether the $27bn request is covered. Espreso TV cites Le Monde saying it has no support in Brussels. - How much the 2026 package is. No report gives a sum. - Whether Ukraine will meet the conditions on the 2027 loan.
What this is about. Who pays to keep Ukraine's state and army running while it fights Russia, and for how long.
How it got here. Russia annexed Crimea and backed armed separatists in eastern Ukraine in 2014. In February 2022 it launched a full-scale invasion. Since then Ukraine has spent most of its own revenue on defence. It pays pensions, salaries and much of its arms bill with money from foreign partners. The European Union became one of the largest of them, through grants and loans run by the European Commission.
This autumn the gap widened. On 1 September Prime Minister Serhiy Koretskyi said Ukraine needed $27bn in emergency money to cover a defence budget deficit, Espreso TV reports. On 14 September he called the state of the public finances close to critical. He urged parliament to pass the laws that foreign aid depends on. According to Espreso TV, the EU asked Kyiv to explain where the new need came from and how it would be spent. The Commission confirmed that a €3.2bn tranche could go on Patriot air-defence systems and other weapons.
The actors. The Commission is the EU's executive. It proposes and pays out EU money, and it is led by Ursula von der Leyen. Ukraine's government needs the money to pay for the war and the state. The member governments decide on further aid. Espreso TV notes that elections in several of them make those decisions harder.
What is at stake. If the money arrives on time, Ukraine can keep paying its soldiers and buying weapons into 2027. If it does not, it has to cut spending or find new lenders while the war goes on.
Where it stands. On 1 October the Commission said the 2026 needs were covered. It said it would move quickly to release a €45bn loan for 2027, on conditions, and would begin working out what more Ukraine needs. Both sides said other partners must also meet their commitments.
What is being argued about
- Does the agreement cover 2026 only, as the Commission says, or 2026 and 2027, as Zelensky says?
- Is the $27bn emergency request covered, or only the needs already planned?
- What conditions are attached to the €45bn loan for 2027?
- Will the other partners meet their commitments?
