Their wording is almost the same, which suggests one source. Verstka says Zelensky announced a "Carpathian Eight" with seven European countries. It names none of them.

The energy. Only Suspilne carries a proposed 1.5 GW Carpathian wind cluster. It does not say who proposed it. Verstka puts security first, then energy and logistics.

What this is. Ukraine and several neighbours met in western Ukraine for a first summit on the Carpathian mountains. They said they would invest together across the range.

How it got here. Russia annexed Crimea in 2014. The same year it backed an armed conflict in eastern Ukraine. On 24 February 2022 it launched a full-scale invasion. Since then Russian strikes have hit Ukraine's power stations and grid. That makes new power generation and cross-border energy links a question of supply, not only of investment. Ukraine became a candidate to join the European Union in June 2022.

The Carpathians run in an arc from the edge of Austria through Slovakia, Poland, Ukraine and Romania into Serbia. In 2003 the countries of the range signed the Carpathian Convention in Kyiv. It is a framework treaty on protecting the mountains and developing them sustainably. The summit was held in Ukraine's Ivano-Frankivsk region, in the Ukrainian Carpathians.

Who is in it. Volodymyr Zelensky, Ukraine's president since 2019, announced the results. Poland, Slovakia and Romania border Ukraine and belong to both the EU and NATO. Supplies and aid for Ukraine cross their territory. Austria is in the EU but not in NATO. Serbia is a candidate to join the EU and is not in NATO.

What is at stake. If the projects are funded, border regions at the edge of a war get roads, power lines and new generation, including a proposed 1.5 GW wind cluster. If they are not funded, the summit produced a declaration and nothing more.

Where it stands. The reports we hold say a declaration was adopted. Ukrainska Pravda reports that the participants said they are ready to meet every year. None of the reports says what has been signed or funded.
