CBC and France 24 say three countries banned settlement goods; Libération's headline says twelve
Britain, France and Canada each announced an import ban on goods from Israeli settlements in the occupied West Bank. Fourteen reports, and no agreement on how many governments acted or what the ban is worth.
Three governments, or twelve. CBC News and France 24 report that Britain, France and Canada each said on Tuesday they will ban imports from Israeli settlements. Libération's headline counts twelve states — its own text names only France and the United Kingdom. No report we hold lists the twelve or says what the other nine did.
| Outlet | How many | What it calls the measure | What it calls the land |
|---|---|---|---|
| CBC News | three: Canada, Britain, France | a trade ban, plus "fresh sanctions" by the UK on companies and individuals | "the occupied West Bank" |
| France 24 | three: UK, France, Canada | "ban imports" | "the occupied West Bank" |
| Libération | twelve | "interdire les importations" | "les colonies israéliennes dans les territoires palestiniens occupés" |
| JNS | Britain only | "sanctions" | "Judea and Samaria" |
What it is worth. Libération calls it "une claque avant tout symbolique" with "conséquences économiques limitées". The Independent's editorial says the sanctions are "likely to be more symbolic than substantive". The Guardian says foreign secretary Ed Miliband ended "decades of Foreign Office inertia". None of the fourteen reports gives a figure for the trade the ban covers.
The answers. Jordan welcomed the measures as "standing on the side of right", LBCI reports. Israel's UN ambassador Danny Danon called them "shameful", JNS reports. Marco Rubio said the United States will not join, Observador reports.
Not settled. How many governments acted. What the ban covers, and what it is worth in money. Whether Israel will close the British consulate in East Jerusalem — Life.ru carries it, citing foreign minister Gideon Saar, and no other report we hold does. No report we hold quotes a Palestinian living in the West Bank.
What this is about. Three Western governments have moved from criticising Israeli settlements in the occupied West Bank to refusing to trade with them.
How it got here. Israel captured the West Bank, including East Jerusalem, from Jordan in the 1967 war and has held it under military occupation since. Israeli civilians have been settled there throughout that period, in towns and villages authorised by the Israeli state and built on land Palestinians expect to form a Palestinian state. The UN Security Council said in resolution 2334, in December 2016, that the settlements have no legal validity and breach international law. The International Court of Justice said in an advisory opinion in July 2024 that Israel's presence in the occupied territory is unlawful and should end. Israel rejects both findings, calls the land Judea and Samaria, and treats it as disputed rather than occupied — which is why the same hillsides carry two names in the reporting, and why the wine, dates and cosmetics made there have been a trade question for years.
For most of that time Western governments condemned settlement expansion without acting on trade. The Guardian notes that Conservative former ministers Alan Duncan and Alistair Burt criticised Britain's own stance as weak, and that Margaret Thatcher expressed anger at the settlements as prime minister. The Independent's editorial dates the UK's recognition of Palestinian statehood to a year ago. An import ban is the step past the statement: it says the goods may not be sold here at all.
Who is in it. Britain, France and Canada are the governments acting. Israel is the state whose citizens' produce is blocked. Palestinians in the West Bank live under the occupation the ban is aimed at. Jordan, which ruled the territory before 1967, responded. The United States, Israel's main ally, declined to join.
What is at stake. Whether Western objection to the settlements now carries a cost, and whether other governments follow. Against that: the reports call the economic effect limited, and Israel has signalled retaliation.
Where it stands. The announcements were made on Tuesday. What the ban actually covers is not yet clear from the reporting we hold.
What is being argued about
- How many governments banned settlement goods — three, or twelve
- Whether an import ban with no published trade figure is symbolic or substantive
- What the same territory is called: occupied West Bank, colonies, Judea and Samaria
- Israel's answer, and the US decision not to join
