Chega says cut fuel VAT from 23% to 13%; fuel retailers say earlier tax cuts never reached drivers
Observador expects petrol to fall 4 cents a litre next week and diesel to rise almost 5. Chega wants 10 points off VAT on fuel. The retailers' association says the state kept the last relief. None of the four reports we hold quotes the government.
The proposal. Chega wants VAT on fuel cut from 23% to 13%, Público reports. Parliament debates the bill on 24 September. Ventura, Chega's leader, denies that it breaks the budget rule known as the "norma-travão". Público does not say who raised that objection.
The challenge. Público says Ventura dared the Socialist leader, Carneiro, to back the cut. Observador says he challenged the PS to vote with Chega. Neither says what 10 points of VAT would take off a litre.
The pump. Observador expects petrol to fall 4 cents a litre next week, through an adjustment to the fuel tax (ISP). It expects diesel to rise almost 5 cents. Oil passed $100 this week, Observador says, without naming the benchmark.
The charge. The fuel retailers' association ANAREC says announced ISP cuts have not lowered the tax Portuguese drivers pay. Observador's headline quotes it: "Governo arrecadou milhões" — the government collected millions. No figure is given.

What is not settled. The government's answer: no report quotes it. How much tax the state collected. What the VAT cut would cost the budget, or save a driver per tank. Whether next week's prices land as forecast. We hold only the opening lines of each report.
What this is about. Portugal is arguing over how much of the price of a litre of fuel is tax, and whether the state should take less of it while oil is expensive.
How it got here. Fuel at a Portuguese pump carries two taxes. One is VAT, charged at the standard rate of 23%. The other is the tax on petroleum products, the ISP, a fixed charge per litre. Because VAT is a percentage, the state collects more when prices rise. Portugal began adjusting the ISP in 2022, when energy prices jumped after Russia invaded Ukraine. Observador describes the mechanism: the ISP is moved up or down to cancel out what the state would gain in VAT. Pump prices change each Monday.
This week oil traded above $104 a barrel, Observador reports, a level not seen since May. The paper links the rise to attacks on ships in the Strait of Hormuz and to the Houthi advance in the Red Sea and the Bab al-Mandeb strait. Both are routes for the oil that supplies Europe.
The actors. - The government of Prime Minister Luís Montenegro, a centre-right minority government led by the PSD. It controls fuel taxes, and it is about to present next year's budget. - Chega, a right-wing party led by André Ventura. It became the second-largest party in parliament in the May 2025 election. It has tabled the cut to 13%. - The Socialist Party (PS), led by José Luís Carneiro. Its votes can decide whether an opposition bill passes. - ANAREC, which represents fuel retailers. Its president, João Durão, says stations near the border are losing customers to cheaper Spain.
The "norma-travão". This rule in Portugal's constitution bars parliament from passing a law that cuts revenue or raises spending during the current budget year. It is why a tax cut passed mid-year can be challenged.
What is at stake. A lower rate would cut what drivers pay and what the state collects. Keeping it protects the budget but leaves prices as they are. Durão says about 60 cents of each euro spent on fuel is tax. That is his estimate, and none of the reports we hold checks it.
Where it stands. Parliament debates the bill on 24 September. None of the reports we hold carries the government's answer.
What is being argued about
- Chega's bill to cut VAT on fuel from 23% to 13%, debated on 24 September
- Whether the bill breaks the 'norma-travão' budget rule, which Ventura denies
- ANAREC's charge that fuel-tax cuts did not lower the tax drivers pay
- Next week's forecast: petrol down 4 cents a litre, diesel up almost 5
