City guilty on 114 charges, says The Athletic; 'almost all of more than 100', say the Guardian's sources; the League says nothing
Reports on 25 September say an independent commission has found Manchester City guilty of breaking Premier League financial rules. They give four different counts, and every one rests on unnamed sources. The Premier League declined to comment. City say the process 'remains ongoing'.
What is reported. Reports published on 25 September say an independent commission has found Manchester City guilty of breaking Premier League financial rules. No official body has said so. RTÉ News and TheJournal.ie report that the Premier League declined to comment. City said the process "remains ongoing, with significant elements to be completed".
Four counts for one verdict.
| Outlet | Count | Whose word |
|---|---|---|
| ABC News (Australia), TheJournal.ie | 114 | The Athletic, "multiple reports" |
| The Guardian | "almost all of more than 100" | "sources confirmed to the Guardian" |
| The Sydney Morning Herald | "nearly all 115" | "a person familiar with the process" |
| RTÉ News | "almost all" | "according to reports" |
| The Independent (analysis) | "expected" guilty of "most" | The Athletic and its own sources |
One source behind most of it. Nine of the 13 reports we hold credit The Athletic. Three rely on their own unnamed sources. The figure 114 comes from The Athletic alone.
Only one says "bad faith". The Guardian reports that the panel found City "acted in bad faith". No other report we hold carries that.
A date that does not match. ABC News (Australia) says the hearing was "last year". The Sydney Morning Herald dates it 16 September to 6 December 2024.
Not settled. Whether the count is 114. Whether the verdict is final or only "expected", as The Independent's analysis puts it. What the sanction is: RTÉ News reports The Athletic as saying none is decided. Whether City will appeal: that rests on unnamed sources, and City's statement does not mention it.
What this is about. Whether Manchester City broke the Premier League's financial rules in the years it became England's dominant club.
How it got here. ABC News (Australia) reports that Sheikh Mansour, a member of the ruling family of the United Arab Emirates, bought City in September 2008. Heavy investment and a run of trophies followed. In 2018 the German magazine Der Spiegel published leaked documents about City's sponsorship deals, known as Football Leaks. In 2020 UEFA, European football's governing body, banned City from the Champions League for two years for overstating sponsorship revenue. The Sydney Morning Herald notes that the Court of Arbitration for Sport overturned that ban. The Premier League ran its own investigation from 2018. In February 2023 it referred City to an independent commission on 115 charges. The charges cover false or incomplete financial information across nine seasons, 2009-10 to 2017-18. They also cover failing to co-operate with the investigation from 2018 to 2023. A three-person panel heard the case from 16 September to 6 December 2024.
Who is involved. The Premier League runs the competition and writes the rules its clubs sign up to. It brought the charges. The commission is independent of the League and rules on them. City have denied every charge since 2023. Parliament also set up a separate Independent Football Regulator in 2025. The Independent reports that the regulator has powers that could remove key figures at a club.
What is at stake. The Independent reports that under the League's rule W.51, a club found guilty can be fined, docked points, suspended or expelled. It can also be ordered to pay other clubs compensation. Everton and Nottingham Forest were docked points for smaller breaches. City won three league titles in the seasons charged.
Where it stands. Nothing is official. No sanction has been decided. City say the process "remains ongoing". No report we hold quotes the commission itself.
What is being argued about
- How many charges City were found guilty on: 114, 'almost all', 'nearly all' or 'most'
- Whose word the verdict rests on: The Athletic, or each outlet's own unnamed sources
- What sanctions are possible, from fines to expulsion, and whether past titles could be removed
- Whether City will appeal, and how long that could take
