Espreso TV says Ukraine buys the Patriot missiles on an EU loan; Interfax says Europe buys them from the United States
Five reports on one air-defence meeting. Two carry Ukraine's figure of about 1,000 interceptors; one says most arrive only in coming years.
The figure. Ukraine's defence minister, Khmara, told the defence contact group on 8 September that Ukraine is contracting for about 1,000 Patriot interceptors. Espreso TV and The Jerusalem Post carry that number. The other three reports we hold do not.
The routes do not match.
| Report | Who buys | Whose money | When they arrive |
|---|---|---|---|
| Espreso TV | Ukraine itself, with partners | "a loan from the EU", plus €3.2bn the European Commission added | most "only in coming years" |
| The Insider | the EU, for Ukraine | €3.2bn | not said |
| Interfax | European states, from the United States | not said | not said |
| The Jerusalem Post | not said | not said | not said |
| Obozrevatel | not said | not said | not said |
What three of the five agree on. Germany's defence minister, Boris Pistorius, said Germany will send Patriot missiles from its own national stocks. The Jerusalem Post, Espreso TV and Obozrevatel all report it. None of them gives a number of missiles or a delivery date.
Not settled. Whether Ukraine buys the missiles or the European Union buys them for Ukraine. Whether the €3.2bn and the American purchase Interfax describes are one arrangement told two ways or two separate ones. Who pressed Spain and Greece to hand over missiles — The Insider says they were required to, and names nobody as requiring it; we hold no Spanish or Greek voice on it. And how many of the 1,000 arrive this year: only Espreso TV says anything about timing.
What this is about. Ukraine's allies are deciding how to supply it with more interceptor missiles for the Patriot, an American-made air-defence system, and who pays for them.
How it got here.
- Russia seized Crimea from Ukraine in 2014 and backed armed separatists in the east.
- On 24 February 2022, Russia launched a full-scale invasion. The war has continued since.
- Russia strikes Ukrainian cities and power plants with missiles and drones, including Iranian-designed Shaheds. In past winters it has hit the power grid, so autumn is when Kyiv presses hardest for air defence.
- The United States makes the Patriot. It is one of the few systems that can stop ballistic missiles. Ukraine received its first Patriots in 2023. Each interception uses up missiles, and these are expensive and slow to build.
- In April 2022, allies set up the Ukraine Defense Contact Group, known as "Ramstein" after the American air base in Germany where it first met. Its meeting on 8 September is the one in this story.
- In 2025, NATO allies set up PURL, a scheme under which European governments pay for American weapons that then go to Ukraine.
Who is involved, and why.
- Ukraine needs the missiles and wants to buy its own under contract.
- The United States makes the missiles, so every route leads back to its factories.
- The European Union is lending Ukraine money. Obozrevatel reports a €90bn loan, of which about €3.2bn would go to Patriot missiles.
- Germany holds its own Patriot stocks and has offered some.
- The United Kingdom is paying into the missile purchases as well.
- Spain and Greece also operate Patriots. The Insider says other allies pressed them to give some up.
What is at stake. New missiles take years to build. If Ukraine's allies do not hand over missiles from their own stocks, Ukraine may have fewer interceptors this winter. If they do, their own air defences have fewer missiles left.
Where it stands. Money has been pledged through several routes at once. The reports we hold do not say how many missiles arrive before winter.
What is being argued about
- Where the 1,000 Patriot interceptors come from, and who pays for them
- Germany giving missiles from its own national stocks
- €3.2bn from the European Commission against a purchase from the United States
- A demand on Spain and Greece with nobody named as making it
