Finland's aid: about €290 million, says Ukrinform; €3.6 billion, says TASS
Two state news agencies reported Finnish military aid 23 seconds apart. One gives a price for a single package. The other gives a figure more than 12 times larger and does not say what it counts.
Two numbers, one day. On 15 September, Ukrinform, Ukraine's state news agency, and TASS, Russia's state news agency, each reported Finnish military aid to Ukraine. They published 23 seconds apart. Their headline figures differ by a factor of more than 12.
| Ukrinform | TASS | |
|---|---|---|
| Figure | about €290 million | €3.6 billion |
| What it counts | Finland's 34th package | not stated |
| Source named | none | Finland's defence ministry, in the headline |
| Hedged? | "approximately" | no |
What Ukrinform says. Finland "is providing Ukraine with its 34th military aid package, worth approximately €290 million." It names no official.
What TASS says. Its headline reads "Finland spends 3.6 billion euros on Kiev's military needs", and credits the defence ministry. The body adds one sentence: "The package includes the Defense Ministry's stocks and military products." It gives no period and no count of packages.
Why the figures may not clash. A package of about €290 million and a total of €3.6 billion could both be true. But neither report says the larger figure is a running total. So the two cannot be set against each other.
What is not settled. - What the €3.6 billion counts, and over what period. - Whether "the package" in TASS is the 34th package. - Whether Finland's defence ministry stands behind either figure. We hold no statement from it.
What this is about. Finland, a Nordic country bordering Russia, gives Ukraine weapons and military supplies. Two state news agencies, one Ukrainian and one Russian, reported the latest round and gave very different figures.
How it got here. - 2014. Russia annexed Crimea. Fighting began in eastern Ukraine between Ukrainian forces and Russian-backed forces. This is when the war began. - 24 February 2022. Russia launched a full-scale invasion of Ukraine. Moscow calls it a "special military operation". Western governments, Finland among them, began sending Ukraine arms. - May 2022. Finland dropped its long policy of military non-alignment and applied to join NATO, the Western defence alliance. It gave the invasion as the reason. - April 2023. Finland became a NATO member. - Since 2022, Finland has sent its aid in numbered packages. Ukrinform reports the latest as the 34th.
Who is involved, and why. - Ukraine relies on foreign weapons to keep fighting a much larger army. - Finland shares a long land border with Russia and fought it in 1939–40. Its government presents aid to Ukraine as part of its own security. - Russia says that Western arms supplies drag out the war. Its state media reports them on those terms. - Ukrinform and TASS are the state news agencies of Ukraine and Russia. Each speaks for its own government's account of the war. Neither is independent of that government.
What is at stake. Aid figures shape what each side's public hears. A large total can show Finland's commitment to Ukraine. Russian state media can also use it to cast Finland as a party to the war. The same number can serve both stories. That is why it matters to know what a figure counts.
Where it stands. On 15 September both agencies reported new Finnish aid. Ukrinform gave a price for one package. TASS gave a larger figure and did not say what it covers. We hold no statement from Finland's defence ministry that settles which figure is which.
What is being argued about
- Ukrinform prices Finland's 34th package at about €290 million
- TASS puts €3.6 billion in its headline and credits Finland's defence ministry
- Neither report says whether the larger figure is a running total
- Only TASS names a source, and only in its headline
