France 24 says the Chapel Hill G20 was convened to keep AI unregulated. TASS reports a trade statement and no dispute.
G20 ministers met in Chapel Hill, North Carolina, on 1 and 2 September. The two France 24 reports we hold were both filed on the first day and describe Washington trying to get the room to sign a commitment against new AI regulators. The TASS report was filed on 3 September and carries what the room agreed: a consensus statement about trade. No report we hold says whether the Carolina Principles were signed.
The meeting. G20 ministers met in Chapel Hill, North Carolina, on 1 and 2 September. White House science director Michael Kratsios and Commerce Secretary Howard Lutnick organised it. France 24 calls it a technology ministers' meeting; TASS calls it the Innovation Ministerial.
The push. France 24 says the two men will "attempt to get attendees to sign on to a commitment to light-touch AI regulation", and that Washington will push the Carolina Principles, under which governments "commit to avoid creating new regulatory bodies to regulate AI". It sources that to a Bloomberg report re-posted by Kratsios; we do not hold it.
The outcome. TASS quotes a statement adopted afterwards, saying AI can "streamline international trade, simplify regulatory processes and reduce unnecessary non-tariff barriers". The quoted text says nothing about regulators.
| Report | Filed | The meeting was for | What came out |
|---|---|---|---|
| France 24, light-touch regulation | 1 Sep, 06:19 | Washington "limiting regulatory burdens" | filed before the meeting |
| France 24, Zuckerberg and Musk | 1 Sep, 21:41 | "largely free of government rules and scrutiny" | nothing |
| TASS | 3 Sep | the Innovation Ministerial | a consensus statement on trade |
Not settled. Whether the Carolina Principles were put to the room, signed or dropped. Whether the trade paragraph is the whole statement. Who ran the polls France 24 says show most Americans against data centres. Whether anyone set a figure against Musk's 20 to 30 percent.
What this is about. Governments disagree on how to regulate artificial intelligence. The United States is using its year leading the G20 to argue for as few new rules as possible.
How it got here. - The G20 is a forum of 19 countries plus the European Union and the African Union. Finance ministers first met in 1999, after the Asian financial crisis. Leaders have met every year since the 2008 crash. It has no treaty and no power to enforce anything. It works by consensus statements, and each member decides for itself whether to act on them. - The chair rotates each year. The chair sets the agenda and hosts the ministerial meetings. The United States took over after South Africa's 2025 year. France 24 reports that Washington has built its year around "limiting regulatory burdens", with a leaders' summit set for 14–15 December at Trump National Doral in Miami. - Regulation of AI has split the members. The EU passed its AI Act in 2024, a binding law that sorts AI systems by risk. In January 2025 President Trump revoked his predecessor's executive order on AI safety, and his administration has since favoured letting the industry largely police itself. - France 24 reports that the debate sharpened this summer after OpenAI disclosed that its own AI tests had gone wrong. Some in the industry then called for a new US body to test the most powerful systems.
The actors. - Washington: Michael Kratsios runs the White House science and technology office. Howard Lutnick is Commerce Secretary. The two men hosted the meeting. - The EU and its member states: they already regulate AI by law, and their ministers were in the room. - Russia and China: both are G20 members, so both have to agree before any consensus statement goes out. - The tech companies: they build the systems and the data centres. They were invited to speak.
What is at stake. If the G20 commits against new AI regulators, the US approach gains international cover and the EU's approach looks isolated. If it does not, the question stays with each government.
Where it stands. Earlier this month two outlets gave opposite accounts of whether China blocked a separate G20 statement. For Chapel Hill, no report we hold says what happened to the US proposal.
The story so far
- The Guardian dates the gilt record to 1998. The Irish Times dates it to 2008. Both carry both bonds. · 6 Sep 2026
- Axios says China derailed the G20 statement. France 24 says the G20 backed it. Same document. · 6 Sep 2026
Earlier stories The AI Times filed on this thread.
What is being argued about
- Whether Chapel Hill was a push to stop new AI regulators, or a ministerial that agreed a statement on trade.
- Whether the Carolina Principles were ever put to the room, and whether anyone signed them.
- Whether the cost to households of the data centre buildout — bills and noise — belongs in the account of the meeting.
- Whether Musk's forecast of 20 to 30 percent added to world output is a claim anyone in the room tested.
