France's housing-benefit freeze: "a small effort from everyone" to Le Figaro's minister, "cuts on the poor" in Mediapart
The French government will freeze housing benefit next year as part of its 2027 budget. Le Figaro leads with the housing minister's own words. Mediapart leads with charities' warnings and a waiting period for foreign residents. Neither says how many households will lose out, or how much.
What both carry. Housing benefit, the APL, will be frozen next year. Le Figaro says housing minister Vincent Jeanbrun announced it on Saturday. Mediapart lists the freeze among the government's plans for the 2027 budget.
Two first voices. Each report opens on a different speaker.
| Le Figaro | Mediapart | |
|---|---|---|
| Who speaks first | The minister: "On demande un petit effort à tout le monde" ("We are asking everyone for a small effort") | Critics: "coupes sur les pauvres" ("cuts on the poor") |
| How the freeze is sized | Part of "l'«effort» de 54 milliards d'euros d'économies" | No figure given |
| Waiting period for foreigners' benefits | Not in the part we hold | Leads with it |
| Who objects | No objector quoted | "les associations du secteur", none named |
The €54bn. Only Le Figaro gives it, and we hold only its first paragraph. It is the government's savings total for the budget, not a cost to households.
The waiting period. Only Mediapart reports a waiting period before foreign residents can claim social benefits. It gives no length and no start date.
What is not settled - How many households receive the APL, and what a freeze costs each one. Neither report says. - How long the waiting period for foreign residents would be, and who it covers. - Whether Le Figaro's full article mentions the waiting period. We could not read past its opening. - Which associations Mediapart spoke to.
What this is about. France's government plans to stop its main housing benefit from rising next year, as part of its budget for 2027.
What the benefit is. The APL (aides personnelles au logement) is a means-tested allowance that helps low-income households pay rent. The family-benefits funds, the CAF, pay it. Normally it rises each year. A freeze keeps it at the same amount in euros while rents and prices move, so it buys less.
How it got here. France has run large public deficits since the Covid years. In 2024 the European Union placed it under its excessive-deficit procedure, which requires a plan to bring borrowing down. Since then every budget has been a fight over who bears the savings. In September 2025 the National Assembly brought down François Bayrou's government in a confidence vote over his savings plan. President Emmanuel Macron then named Sébastien Lecornu prime minister. No party holds a majority in the Assembly, so each budget needs votes from outside the government's own camp.
Who is involved. - The government, which drafts the budget. Mediapart ties the benefit plans to Lecornu's announcements. Le Figaro quotes housing minister Vincent Jeanbrun. - Parliament, which must vote on the budget in the autumn and can amend it. - Low-income tenants, who receive the APL. - Foreign residents, who Mediapart says would face a waiting period before claiming social benefits. - Charities that work with poor households, which Mediapart says are "deeply worried".
What is at stake. Le Figaro reports that the government counts the freeze as part of "l'«effort» de 54 milliards d'euros d'économies" in the 2027 budget. For households on the benefit, it means help with rent that does not keep up with costs. The 2027 budget is also the last before the presidential election due in spring 2027.
Where it stands. The freeze has been announced but not voted. The draft budget still has to go through Parliament.
What is being argued about
- A freeze on housing benefit (APL) in 2027
- The government's €54bn savings target
- A waiting period before foreign residents can claim social benefits
- Who bears the savings: tenants, foreign residents, or "everyone"
