Guardian: a debate 'raging' over whether buyers or builders win. Independent: 'Housebuilders star'
The government's Your First Home scheme for buyers in England has no published cost yet. One market report has already measured its effect: housebuilder shares up by as much as 20% in a day. None of the three reports we hold quotes a buyer.
The scheme. Your First Home is for first-time buyers in England. It was announced on Saturday 26 September. The Independent, carrying Alliance News copy, is the only report we hold that gives terms: a new-build home, a deposit of as little as 2.5% and a government-backed equity loan of up to 20% of the price. The Guardian's two reports describe it without figures.
The split. The two outlets frame the same question differently.

The market moved first. Barratt Redrow rose 12% on Monday, MJ Gleeson 20% and Persimmon 15%, the Independent reports. Analyst Anthony Codling told it: "Christmas has come early for the UK housebuilders." The Guardian also reports a rally in FTSE-listed housebuilders.
Who is missing. The Guardian says the debate is "raging" but names no one taking part. Its second report is a call for readers who used the old Help to Buy scheme to come forward.
Not settled. The cost. Who is eligible. Whether there are price caps. How many buyers it reaches. The Independent says costs and timelines are expected at the 28 October budget; the Guardian says the scheme will be unveiled next month.
What this is about. A new government loan to help people in England buy their first home, and an old argument about who such loans really help.
How it got here. Buying a first home in England has for years meant saving a large deposit. Many buyers who manage it rely on family money, which the Guardian calls "the bank of mum and dad". Governments have tried to close that gap before. The Help to Buy equity loan ran in England from 2013 until it closed to new buyers in 2022. The state lent part of the price of a new-build home, so the buyer needed a smaller deposit and a smaller mortgage. Its supporters said it got homes built and people housed. Its critics said it lifted new-build prices and builders' profits more than it helped buyers. That argument never ended, and Your First Home reopens it: the Independent's description — a new-build home, a small deposit, a government equity loan — follows the same model.
Who is involved. The Labour government, in power since the July 2024 general election, announced the scheme on 26 September; the Guardian reports that Andy Burnham announced it. Chancellor John Healey sets out the budget on 28 October, where the Independent says costs are expected. Listed housebuilders gain if more buyers can afford new builds; their shares moved on Monday. Buyers are the scheme's stated beneficiaries.
Why only England. Housing is devolved. Scotland, Wales and Northern Ireland each set their own housing policy through their own parliament or assembly, so a Westminster housing scheme covers England alone.
What is at stake. Public money. If the loans mainly let buyers bid more for the same homes, the gain goes to sellers and builders. If they get more homes built and sold to people who could not otherwise buy, buyers gain. Which happens depends on details not yet published.
Where it stands. Announced, not detailed. The cost, the eligibility rules and any price limits are due in October.
What is being argued about
- Whether first-time buyers or housebuilders gain most from Your First Home
- The terms: a 2.5% deposit and an equity loan of up to 20%, reported by one outlet only
- Housebuilder shares rising by up to 20% in a day
- The scheme's cost, due at the 28 October budget
