Independent says Burnham will take water 'back into public hands'; Guardian says his grid plan nationalises nothing

In his first conference speech as prime minister, Burnham offered pensioners a trade: a smaller triple-lock rise in return for free personal care. On who would own the grid and water, the reports we hold give two different answers. No report sets the two plans side by side.

Economy United Kingdom

The trade. The Guardian's editorial says Andy Burnham asked voters to "give up a little of the annual triple-lock increase" in return for free personal care for older people. NOS says he will change the pension "lock" to pay for a new national care service. Neither says how big the cut would be or what care would cost.

Ownership. The reports answer different questions about different industries.

Outlet What it says Attributed?
The Guardian (Nils Pratley) Grid: "not threatening to nationalise anything or take control of any existing assets" Yes, quotes the energy department
The Independent (editorial) Water: "take the water industry back into public hands" No detail, no one quoted
The Guardian (editorial) Water and energy under a "take back control" theme Makes no ownership claim
NOS, Público Grid and water not mentioned —

The framing. The Guardian's editorial calls the pensions offer "a gamble". It also says of his case for public services: "He is right about this." Público calls it pension "reforms". NOS leads on care for the elderly and on hope.

Who is missing. 4 of 7 reports quote the prime minister. None quotes a pensioner, a care user, a bill payer, a union or an opposition politician.

Not settled. How much of the triple-lock rise goes. What the care service costs, and who pays. Whether any water company changes owner: only the Independent's one-line editorial says so. What the new grid body means for household bills.

This story is about what Britain's new prime minister promised on pensions, care, electricity and water, and who would own what.

How it got here. Labour won the general election in July 2024 under Keir Starmer. NOS reports that Andy Burnham took over from Starmer as prime minister two months ago. Burnham was previously mayor of Greater Manchester. This was his first conference speech as party leader. The next general election is due by 2029, and the Independent reads the speech as Labour's manifesto for it.

The pensions triple lock. Since 2010 the UK state pension has risen each year by the highest of three measures: inflation, average earnings growth or 2.5%. Pensioners are a large group of voters, and governments of both main parties have kept the rule.

Social care. In England, help with washing, dressing and daily living is means-tested and paid for separately from the NHS. NOS says the costs can use up inheritances and force people to sell their homes. Successive governments have proposed reforms, then shelved or delayed them.

Grid and water. Water in England and Wales was privatised in 1989 and electricity in 1990. The Guardian says three private firms own and operate the electricity grid. Burnham's proposed Great British Grid would be a new public body working alongside them. Ofwat regulates the water companies. Ofgem regulates the energy networks.

What is at stake. Pensioners could get smaller annual rises. People who need personal care, and their families, could stop paying for it. Bill payers could see changes in how the grid and water are run.

Where it stands. These are proposals, not law. NOS says there is little room to spend: government borrowing costs are high. The chancellor's budget in October should show how the plans would be paid for.

What is being argued about

  • Trading part of the pensions triple-lock rise for free personal care
  • Whether the Great British Grid takes any existing grid into public ownership
  • Whether the water industry goes back into public hands
  • How the plans would be paid for before the October budget

The fullest account of the care plan. The only report to set out the money limits: growth of 0.4% in July, high borrowing costs, a budget in October.
"All together now."

Sets out the terms of the pensions trade and calls it "a gamble". In its own voice, it says Burnham is right about public services.
Andy Burnham’s first speech as prime minister to a Labour conference was a serious attempt to argue that rebuilding the public realm will be better for the country than shrinking the state. He is right about this. Mr Burnham’s belief in the power of government is welcome, as is his instinct that by spending now on public services he will save money later. Admitting that Brexit “has done more harm than good” before setting out options for a closer relationship with the EU could be the speech’s most consequential sentence. Reports Burnham's own admission that he "may pay a political price" for the plans.
Andy Burnham has staked his future on a gamble that the public will back radical progressive policies on social care, electoral reform and Europe, telling voters that his agenda will break the mould of the last 40 years and “allow us to rise again”. In a deeply personal speech at Labour’s conference, Burnham began building his next general election manifesto, acknowledging that he may end up paying the price for creating sharp new dividing lines in politics.

The only report that quotes the government's own text on the grid: the new body will "complement, rather than replace" existing operators. It also treats a 0.5% share fall as a verdict on the plan.
Did share prices shudder as Andy Burnham unveiled Great British Grid (GBG) as a public sector challenger to the trio of private sector firms that own and operate the electricity grid? Not exactly. National Grid and SSE, the two listed in London, were down by about 0.5%, in line with the wider market. That mild reaction looks correct. For all the talk of greater public control over the electricity grid, the prime minister is not threatening to nationalise anything or take control of any existing assets. As the detail of the energy department’s announcement made clear: “Great British Grid will c
