Iran's offer was to reopen Hormuz, say Al Jazeera and Público; a ceasefire proposal, says De Telegraaf. Trump rejected it
Four outlets agree that Donald Trump turned Iran down on 26 September. They do not agree on what Iran put on the table. Only one report, Espreso TV relaying Axios, says what Tehran wanted in return.
What is agreed. All four reports we hold say Trump rejected Iran's latest proposal. Espreso TV quotes him through Axios: "They made an offer, and I rejected it." Público quotes him saying it "is not acceptable".
What is not agreed: what the offer was.
| Outlet | What Iran offered, in its words | Terms given? |
|---|---|---|
| Al Jazeera English | a proposal "to reopen the Strait of Hormuz to shipping" | No |
| Público | a proposal "to reopen the Strait of Hormuz" | No |
| De Telegraaf | a proposal for a "staakt-het-vuren" (ceasefire) | No |
| Espreso TV, citing Axios | reopen the strait and restart nuclear talks within a week | Yes |
The terms, from one source. Espreso TV says Foreign Minister Abbas Araghchi asked the US to lift its naval blockade, drop sanctions on Iranian oil sales and restore a ceasefire across the region. No other report we hold carries these terms.
Who controls the strait. US negotiators said Iran "does not control the strait" and so cannot set conditions on it, an unnamed Axios source told Espreso TV. No report quotes an Iranian reply.
Oil moving. US officials say about 60 million barrels crossed the strait in 72 hours, Espreso TV reports. No independent count is given.
What is not settled. - Whether the terms Axios reported are what Iran actually offered. One unnamed source carries them. - Whether bombing resumes after the November US elections. Only Público says so, citing unnamed White House sources quoted by the Wall Street Journal. - What "Trump Strait" refers to. Only De Telegraaf's headline carries it, and we hold only its opening lines.
What this is about. Whether the Strait of Hormuz reopens to normal shipping, and on whose terms. The strait is the narrow sea lane between Iran and Oman that links the Gulf's oil ports to the open ocean.
How it got here. The United States and Iran have clashed over Iran's nuclear programme for two decades. A 2015 deal limited Iran's uranium enrichment in return for sanctions relief. In 2018, during his first term, Trump took the US out of that deal and reimposed sanctions on Iranian oil. In June 2025 Israel struck Iranian nuclear sites, and the US then bombed them too.
Espreso TV writes of a war between the US and Iran this year. The reports we hold do not say when it began. According to Espreso TV: - Trump first ordered the strait blocked. Espreso TV states in its own voice that this was because Iran had not cleared its mines and would not give up enrichment. - On 13 April, US Central Command began a full naval blockade of Iranian ports. Ships bound for other ports could still pass. - On 15 June, after more than two months of talks, the two sides agreed to stop fighting and reopen the strait. - Within days, Iran's Revolutionary Guard fired warning shots and began stopping ships.
Who is involved. In Washington: Trump, and his envoys Steve Witkoff and Jared Kushner. In Tehran: Foreign Minister Abbas Araghchi. Qatar passes messages between the two because they do not talk directly.
What is at stake. Tankers carrying Gulf oil go through Hormuz, so the terms on which it reopens affect shipping costs and fuel prices far beyond the region. Iran wants the talks to be about the strait and the blockade. The US wants concessions on the nuclear programme first.
Where it stands. This week the two sides held indirect talks in New York, on the sidelines of the UN General Assembly. Trump rejected Iran's offer on 26 September. Espreso TV says a US official still calls the talks through mediators "positive and constructive".
What is being argued about
- What Iran actually offered: a reopened strait, a ceasefire, or both with conditions
- Whether Iran controls the strait enough to set terms on it
- Who supplies the figures: the shipping figure and the US negotiators' position both come from unnamed US sources
- Whether bombing resumes after the November US elections
