The US Treasury announced sanctions on an Iranian cryptocurrency exchange on Thursday. The four reports we hold give four different counts of what was designated, and only one names the financier the individuals are said to be linked to.
What is agreed. The US Treasury announced sanctions on an Iranian cryptocurrency exchange on Thursday 17 September. All four reports we hold source the action to the Treasury or to the United States, and none disputes that it happened.
What is not. No two reports count the same thing.

Why the count matters. A designation decides who is cut off. If the exchange itself is on the list, anyone holding a balance on it is exposed. If only three people and one firm are on it, the reach is narrower. The reports we hold do not settle which happened.
Not settled. Whether the developer company was designated alongside the exchange. Whether Zanjani is the financier LBCI describes — only IRNA names him. No report we hold gives a sum said to have moved through the platform, and none carries a reply from Iran's government, from the exchange, or from anyone named.
What this is about. The United States has put an Iranian cryptocurrency exchange on its sanctions list, and the reports we hold disagree about what else went on the list with it.
How it got here. US sanctions on Iran date to the 1979 revolution and the seizure of the US embassy in Tehran, and were widened through the 2000s over Iran's nuclear programme. The 2015 nuclear agreement lifted many of them in return for limits on that programme; the United States left the agreement in 2018 and reimposed the measures, including on Iran's oil exports and its banks. Iranian banks are largely shut out of the international payment system as a result. That is the pressure cryptocurrency answers: an exchange inside Iran lets people and firms move value without a correspondent bank abroad — which is why exchanges have become sanctions targets in their own right.
Who the actors are. The US Treasury runs the list. A designation freezes whatever the named party holds under US jurisdiction and bars US persons from dealing with it. For a trading platform the bite is mostly indirect: exchanges and payment firms elsewhere screen against the list, so a designated platform's counterparties back away from it. Babak Zanjani, named by one of the four reports, is an Iranian businessman who handled state oil sales while earlier sanctions were in force and was convicted by an Iranian court in 2016 over oil money the state said he had not handed back.
What is at stake. Whether the measure reaches a trading platform or only individuals decides how far it travels. A listed exchange touches every customer on it, including ordinary savers and traders who had nothing to do with the network named. Three people and one firm touch the network.
Where it stands. The announcement was made on Thursday. Nobody named has answered it in anything we hold.
