Katz threat: Jerusalem Post and Al-Modon say he will destroy Gaza City, Haaretz and Shargh say he will empty it
Israel's defence minister, Israel Katz, tied Gaza City's fate to any new abduction of an Israeli on 22 September. Four outlets carried the remarks, and they disagree on what he threatened. Two say the city would be destroyed. Two say it would be evacuated, or its people moved south. None of the four quotes anyone who lives there.
The threat. On 22 September Israel Katz said Israel would act against Gaza City if Hamas abducts another Israeli. The four reports we hold disagree on what the action would be.
| Outlet | What Katz threatened | How the outlet frames him |
|---|---|---|
| The Jerusalem Post | "destroy all that remains of Gaza City" | gives his reason: a growing threat from Iran, Turkey and "proxies like Hamas" |
| Al-Modon | destroy Gaza City | says he "claimed" (زعم) to hold intelligence |
| Haaretz | "Gaza City will be evacuated" | the headline names nobody as doing the evacuating |
| Shargh | residents "transferred to the south" | "war minister of the Zionist regime"; calls the remarks "controversial and provocative" in its own voice |
The claims beyond Gaza City. Only Haaretz reports that Katz said Israel will not withdraw from the Yellow Line while Hamas holds power. It also reports that he threatened a third round of strikes on Iran. Shargh cites Israel's Channel 12 as its source.
Whose voices are missing. All four reports rest on Katz's words alone. None quotes a resident of Gaza City, a Hamas official or any Palestinian outlet. None says how many people live in the city now.
Not settled - Whether Katz said "destroy", "evacuate" or both. We hold no full transcript. - What his intelligence was about. The Al-Modon text we hold breaks off mid-sentence. - Whether anyone in Gaza or in Hamas has answered him.
What this is about. Israel's defence minister has threatened Gaza City, the largest city in the Gaza Strip, if another Israeli is abducted.
How it got here. On 7 October 2023 Hamas led an attack on southern Israel, killing people and taking hostages back into Gaza. Israel answered with a war on the Gaza Strip, which Hamas had governed since 2007. The war destroyed much of Gaza and displaced most of its people, many of them more than once. Abductions have been at the centre of the conflict since then: the fate of the hostages drove the negotiations, and Israeli governments have treated any new abduction as a red line. In October 2025 a US-brokered ceasefire took effect. Under it, Israeli forces pulled back to a boundary inside Gaza known as the Yellow Line. They still hold the ground on their side of it. Hamas was to disarm and hand over power, and that has not been settled.
The actors. - Israel Katz has been Israel's defence minister since November 2024. The army answers to him. - Hamas is the armed Palestinian movement that governed Gaza and still holds power inside the part Israel does not control. - Gaza City's residents are civilians who would bear any evacuation or destruction. - Iran backs Hamas. Israel and Iran exchanged direct strikes in 2024 and fought an open war in June 2025, which is the background to Haaretz's report of a "third round".
What is at stake. A threat to empty or destroy a city would mean forcing out its whole remaining population, whichever verb Katz used. Moving civilians by force is a question of international law. And a new abduction would test whether the ceasefire lines hold.
Where it stands. The threat is conditional: it takes effect only if someone is abducted. We hold no report of an abduction and no report of a response from Hamas or from Gaza.
What is being argued about
- Whether Katz threatened to destroy Gaza City or to evacuate it
- What intelligence Katz said he held about abductions
- Katz's reported refusal to withdraw from the Yellow Line while Hamas holds power
- Haaretz's report that he threatened a third round of strikes on Iran
