What happened. Leaders or senior officials of the Carpathian states met on 18 September in Ukraine's Ivano-Frankivsk region. It was the founding summit of a grouping the reports call the "Carpathian Eight". The Insider reports that Volodymyr Zelensky announced investment agreements worth €1bn. Ukrainska Pravda and Censor.NET report that Austria offered Vienna as host of the 2028 Ukraine Recovery Conference.

Hungary. Ukrainska Pravda reports that the speaker of Hungary's parliament, Ágnes Forsthoffer, refused to meet the speaker of Ukraine's parliament, Ruslan Stefanchuk. His visit to Budapest was cancelled. Ours is the only report of this.

Austria's offer. Only Ukrainska Pravda reports that Zelensky said he had not known about it in advance.

What is not settled - Which eight countries belong. Our copy of the list is cut off. - What the €1bn covers and who signed. We hold only The Insider's headline. - Whether Hungary sent anyone to the summit. None of our reports says. - Whether the 2028 conference will be in Vienna. So far it is an offer.

What this is about. Ukraine is trying to form a new regional grouping with the other countries of the Carpathian mountains while it fights Russia's invasion.

How it got here. Russia annexed Crimea in 2014 and backed armed separatists in Ukraine's Donbas. That started the war. In February 2022 Russia launched a full-scale invasion. Ukraine applied to join the European Union that month. It became a candidate in June 2022, and accession talks opened in June 2024. Joining needs every EU member to agree, so each neighbour's view counts. Since 2022 the Ukraine Recovery Conference has met every year to line up money for rebuilding. The first was in Lugano in 2022.

The actors. - Ukraine hosted the summit and wants neighbours to back its EU path and invest in rebuilding. - Poland is Ukraine's largest neighbour and a main supply route for aid. The two countries still dispute the Volhynia massacres of 1943–44. Ukrainian nationalist insurgents killed Polish civilians there. Poland's parliament called the killings genocide in 2016. Life.ru's headline refers to this history. - Hungary also borders Ukraine and the Carpathians. Under Viktor Orbán, it slowed EU decisions on Ukraine. Budapest said it was defending the rights of ethnic Hungarians in Zakarpattia. Ukrainska Pravda treats the Orbán era as over and names Péter Magyar as the person now setting Hungary's policy. - Serbia is a candidate to join the EU and has not imposed sanctions on Russia. That makes its president's attendance notable. - Austria is a neutral EU member at the western end of the Carpathian arc.

What is at stake. A working bloc would give Kyiv partners inside and outside the EU around one region, plus a regular route for investment. A cold relationship with Hungary puts at risk the unanimous votes Ukraine needs in Brussels.

Where it stands. The founding summit has taken place. The announcements are the investment claim, which we hold as a headline only, and Austria's offer for 2028. Our reports do not give the membership, the rules or the next meeting.
