Le Figaro says it revealed «un document interne du gouvernement»; Libération says Lecornu «a annoncé sur X»
Two French papers carry the same cut to tax on family gifts. One reports it as a document it obtained, the other as the prime minister's own post. Only one carries the pension measure in the same plan.
Two measures, two groups. Both papers carry the same budget plan for money moved inside families: a temporary rise in the ceilings for tax-free gifts between relatives, and a cut in the tax on an ordinary donation. Neither gives a rate, a ceiling or a euro amount.
How it got out is the argument.

The pension half is in one paper. Le Figaro heads it with the government's own phrase — «participation au redressement des finances publiques» — and says the prime minister has given ministers a mandate to negotiate with parliamentary group leaders, with several options said to exist but not listed. Libération's account of the same budget does not mention pensions.
Not settled. Whether this was leaked or announced, and which came first: no report gives the time of the document or of the post. What either measure costs. How many households hold the sums being untaxed. What ending the annual uprating takes from a pension. None of the three quotes anyone outside the government.
What this is about. France's government is drafting its budget for 2027. Two early pieces have surfaced: lower tax on money handed down inside families, and possibly smaller yearly rises for pensions.
How it got here.
- June 2024. President Emmanuel Macron called a snap parliamentary election. It left the National Assembly with no majority for any bloc. Every budget since has needed votes from outside the government's camp.
- July 2024. The European Union opened a formal procedure against France because its deficit was over the limit set by EU rules. Since then each budget has been a fight over who pays to bring the deficit down.
- September 2025. Prime Minister François Bayrou lost a confidence vote in the Assembly over his plan to cut the deficit. Macron named Sébastien Lecornu to replace him. Lecornu resigned in October 2025, was reappointed days later, and got the 2026 budget through a divided parliament.
- Now. The 2027 budget has to go to parliament in the autumn. The spring 2027 presidential election, which Macron cannot stand in, sits behind it.
The two measures.
- Gifts. French law lets parents and grandparents give set amounts to relatives tax-free. Bigger gifts are taxed. A Le Figaro headline says the plan's aim is to «faire circuler le patrimoine plus tôt vers les jeunes générations».
- Pensions. Basic state pensions rise each year in line with prices. Ending that link, called de-indexation, means pensions buy less as prices rise. The government calls it pensioners' «participation au redressement des finances publiques».
The actors.
- Lecornu and his ministers, who are writing the budget.
- The leaders of the parliamentary groups, whose votes the government needs to pass it.
- The households on each side: families with savings to pass on, and pensioners who live on the yearly rise.
What is at stake. The two measures push in different directions. One lowers tax on families with savings to hand on. The other could shrink pensions in real terms. How the two are balanced decides who pays for the deficit.
Where it stands. Nothing has been put to parliament yet. The gift measures are a plan. The pension measure is at the consultation stage. The options under discussion have not been made public.
What is being argued about
- A cut in tax on gifts and donations within families, in a 2027 French budget plan
- A consultation on ending the annual uprating of pensions, reported by one paper only
- Whether the measures reached the public as a leaked document or as the prime minister's own post
- What none of the reports give: a rate, a ceiling, a cost, or anyone affected
