National Post says $28bn of US imports; The Independent says about $20bn

Canada's counter-tariffs took effect on Tuesday. The two reports we hold give totals eight billion dollars apart, and only one says what its number counts.

Anglosphere Canada United States

The measure. Canadian tariffs on American goods came into force on Tuesday 8 September. Both reports we hold describe the same measure, off the same prerecorded address by Prime Minister Mark Carney. They put a different total on it.

National Post The Independent (Associated Press)
Size "$28 billion worth of U.S. imports" "about $20 billion worth of U.S. goods"
What it counts not stated "roughly 6% of the $333.6 billion the United States exported to Canada last year"
Carney's stance he "doesn't believe in escalating the trade conflict" Canada "would move faster to reduce its economic reliance on the United States"
Talks since 21 August "no communication between negotiators" officials "have maintained ongoing discussions", a spokesman says

One number, two directions. The National Post also gives $28 billion as the size of the American measure Canada is answering — Trump's "50 per-cent tariff on $28 billion worth of Canadian goods". The same figure may be doing two jobs, on opposite sides of the border.

Not settled. We hold no government document behind either total, and neither report mentions the other's figure. The Independent alone carries Carney saying Canada is matching Washington "dollar for dollar" — and its own $20 billion does not equal the $28 billion of Canadian goods the National Post says Washington hit. Whether officials are still speaking is stated flat by one and contradicted by a named spokesman in the other.

What this is about. Canada and the United States are in a trade war. Each side is putting import taxes on the other's goods. Canada's latest round took effect on 8 September 2026.

How it got here. - 1989–1994: Canada and the US signed a free-trade agreement. It was widened to include Mexico as NAFTA in 1994. - 2018–2020: In his first term, Donald Trump renegotiated NAFTA. The new pact is called USMCA in the US and CUSMA in Canada, and it took effect in July 2020. The Independent, carrying an Associated Press report, notes that Trump negotiated it and repeatedly praised it. - 2025: Trump returned to office in January and put tariffs on Canadian goods. Washington linked the first ones to the border and fentanyl. Ottawa disputed that. The Independent says many of the tariffs break the pact. Canada answered with tariffs of its own. Trump also spoke repeatedly of making Canada the "51st state". Mark Carney, a former governor of the Bank of Canada and of the Bank of England, replaced Justin Trudeau as prime minister in March and won a general election in April. - 21 August 2026: Trade talks broke down. Carney said conditions added late to the draft deal made it unacceptable. The Independent reports that Washington wanted limits on French-language and cultural protections and terms that would weaken Canada's auto, steel and forestry industries. The National Post reports that Trump then put a 50% tariff on Canadian goods under Section 338 of the Tariff Act of 1930.

Who is involved. - Mark Carney, Canada's prime minister, who chose to walk away from the talks. - Dominic LeBlanc, Canada's minister for Canada–US trade. - Donald Trump, the US president, who sets US tariffs. - Jamieson Greer, the US Trade Representative. The Independent reports he has suggested blocking some Canadian products from the US market.

What is at stake. For Canada: jobs in cars, steel, aluminium and forestry, and Quebec's protections for the French language. For Canadian shoppers, the Canadian tariffs raise the price of the American goods they cover. The Independent frames a wider question: can a smaller US ally resist economic pressure from Washington without giving in?

Where it stands. No formal negotiations are taking place. The two reports disagree on whether officials are still talking at all. Washington has said it will respond to Canada's tariffs. We do not know how.

What is being argued about

  • How big Canada's counter-tariffs are, and what each figure is a share of
  • Whether Carney is de-escalating or decoupling
  • Whether Canadian and American officials have spoken since 21 August
  • Who gets quoted: the prime minister in both, no serving US official in either
The same tariffs, two totalsChart
Both figures as published on 8 September. Neither outlet mentions the other's number, and we hold no government document giving a total.

The bias in this coverageBias

Twenty-eight billion or twenty

The two reports we hold put a different figure on the same day's tariffs: one says 28 billion dollars of U.S. imports, the other about 20 billion dollars of U.S. goods. Neither says the other figure exists. Only one report says what its number is a share of — roughly 6 per cent of what the United States sold to Canada last year — and it also lists the rates and the goods.

2 reports we hold on this 1 reports giving 28 billion dollars 1 reports giving about 20 billion dollars 1 reports saying what the figure is a share of

Carney speaks in both; nobody in Washington does

Both reports are built on the same prerecorded address and quote the prime minister directly and at length. The U.S. side is described but never quoted in its own words: the trade representative's threat is paraphrased, and the president's position reaches the reader through a social media post and a summary. One report adds a Canadian spokesman and a former U.S. official.

Claims and verdicts

disputed Canada's retaliatory tariffs cover about $20 billion of US goods.
The Independent says the measures cover about $20 billion, roughly 6% of the $333.6 billion the US exported to Canada last year; the National Post says tariffs on $28 billion of US imports came into effect the same day. The National Post also uses $28 billion for the US tariffs on Canadian goods, so the two figures may be the same number applied to opposite directions of trade.

unverified Canada is matching the latest US measures dollar for dollar.
Only the Independent carries Carney saying Canada was matching Washington dollar for dollar, and its own $20 billion figure does not match the $28 billion of Canadian goods the National Post says the US hit. No second report we hold tests the arithmetic.

The only report that gives the American measure Canada is answering — a 50 per cent tariff on $28 billion of Canadian goods under Section 338 of the Tariff Act of 1930 — and the only one to say there has been no contact

Photo by Blair Gable/Postmedia OTTAWA — On the same day Canadian tariffs on $28 billion worth of U.S. imports came into effect, Prime Minister Mark Carney said he doesn’t believe in escalating the trade conflict. “That’s not constructive,” said Carney, during a video address released on Tuesday. “But our tariffs are necessary protect our workers, protect our companies, and our communities.” Carney said his government can’t allow American goods into
