NewsMaker says a shell hit a bus at Palanca and wounded a border guard; Ziarul de Gardă says only that "a person" was hurt in an "incident"
A Moldovan was injured at Palanca, a crossing on the Ukrainian border, on 5 October. The two Moldovan reports we hold differ on what hit him. Neither says who fired.
What both say. Someone was hurt at Palanca, on Moldova's border with Ukraine, on 5 October. Ziarul de Gardă and NewsMaker both carry it.
Where they differ. NewsMaker names a weapon, a vehicle and a victim. Ziarul de Gardă names none of them, but it is the only one to mention Russia.
| NewsMaker | Ziarul de Gardă | |
|---|---|---|
| Who was hurt | "a Moldovan border guard" | "a person" |
| What happened | "a shell hit a bus" | "the incident" |
| Russia mentioned | No | "in the context of Russian attacks on Ukraine" |
| Who fired | Not said | Not said |
Romania's response. Ziarul de Gardă reports that Romania's ambassador in Chișinău, Cristian-Leon Țurcanu, said "We firmly condemn the incident". The report says Bucharest will keep supporting Moldova's security. The words we hold from him do not say who caused it.
A separate segment. The same NewsMaker bulletin asks whether lies are being spread in Transnistria. We hold only the headline of that segment and cannot tell whether it concerns Palanca.
What is not settled. - Who fired the shell, and from where. Neither report says. - What kind of shell it was. Only NewsMaker says a shell hit a bus. - How badly the guard was hurt, and whether anyone on the bus was hurt. - What Moldova's own government said. We hold no statement from it.
What this is about: a Moldovan was injured on Moldova's own border while Russia was attacking Ukraine. Moldova is not a party to that war.
How it got here. Moldova became independent when the Soviet Union broke up in 1991. A short war in 1992 left Transnistria, a strip on the east bank of the Dniester, under a breakaway government that Moldova does not control. Russian troops have stayed there since. Russia began the war in Ukraine in 2014 and launched its full-scale invasion in February 2022. Moldova applied to join the European Union days after the invasion and became a candidate in June 2022.
Where Palanca is. Palanca is a village and border crossing in south-eastern Moldova, near the mouth of the Dniester. It sits on the main route between Moldova and the Ukrainian port city of Odesa. A stretch of the Ukrainian road south of Odesa runs through Moldovan territory there. Strikes on the Odesa region therefore land close to Moldova.
The actors. - Moldova guards the crossing and is the country whose officer was hurt. - Russia is attacking Ukraine. Ziarul de Gardă places the injury in the context of those attacks. Neither report says Russia fired the shell. - Ukraine is the country under attack on the other side of the border. - Romania borders Moldova, shares its language and is a member of NATO and the EU. It is Moldova's closest backer in Brussels.
What is at stake. Moldova is neutral under its constitution and has a small army. Each time the war crosses its border, it tests how far a neutral state can be protected by its neighbours and by the EU it hopes to join.
Where it stands. One guard was wounded and Romania has condemned the incident. As far as the reports we hold show, no one has said who fired.
What is being argued about
- What hit the guard: NewsMaker says a shell hit a bus; Ziarul de Gardă names no weapon
- Who is blamed: neither report names who fired
- Romania's ambassador condemns "the incident" and pledges support
- A separate NewsMaker segment on whether lies are spread in Transnistria
