NewsMaker says nothing is short yet; Reuters and Le Figaro give no reason at all
Moldova takes 60 days of emergency powers over energy and water. Three reports, one vote, and only the Moldovan outlet says why — to say there is no shortage.
The vote. Moldova's parliament approved a state of emergency covering the energy and water sectors for 60 days, Reuters and NewsMaker report. Le Figaro credits the government with declaring it and does not mention a vote.
When it starts. NewsMaker gives 26 September. Le Figaro says the measure takes effect Saturday — the same day. Reuters gives the length and the sectors and no date at all.
Whether anything is short. One report answers that. NewsMaker quotes prime minister Vasile Tofan telling deputies the measure is preventive, meant to shield the country from the consequences of three large regional crises before winter, and that no immediate shortage of resources is involved. Le Figaro quotes a government communiqué saying the powers let authorities "respond quickly in the event of disruptions in the supply of energy, fuel and water". Both are the government describing its own decision.
| Outlet | Who is named as acting | Start date | Cause given |
|---|---|---|---|
| Reuters | parliament approves | none | none |
| NewsMaker | parliament approves a government proposal | 26 September | three regional crises |
| Le Figaro | the government declares | Saturday | none |
Not settled. Which three crises the prime minister meant: the passage we hold stops before he names them, and the other two reports give no cause. No report we hold carries a price, a tariff, a supply figure or a reservoir level — nothing a household would feel. And no voice outside the government or parliament is quoted in any of the three.
A government has taken emergency powers over electricity, fuel and water for 60 days before winter, and almost nobody outside that government has been asked whether it needs them.
How it got here. Moldova lies between Romania and Ukraine and has been independent since the Soviet Union broke up in 1991. It has almost no fuel of its own: gas and much of its electricity are bought in. A strip of land east of the Dniester, Transnistria, broke away after fighting in 1992 and is outside the government's control; the power station there long generated much of the electricity used on the rest of the territory, burning Russian gas. Russia's full-scale invasion of Ukraine in February 2022 made that arrangement fragile, and the end of Russian gas transit through Ukraine at the start of 2025 closed the route that fed it. Moldova has declared energy emergencies before, over exactly that. It has been a candidate for European Union membership since June 2022, and whether the country turns west or east is the argument that dominates its politics.
Who is in it. The cabinet of prime minister Vasile Tofan, which asked for the powers. Parliament, which voted them. Households, utilities and regulators, none of whom speak in the reporting we hold.
What is at stake. A state of emergency lets a government act without the usual procedure — buy fast, direct supply, set priorities, restrict use. If there is no shortfall, as the prime minister says, then what has been granted is the power itself, for two months. If there is one, the questions are the ones no report answers: who is cut first, what it costs, and who pays.
Where it stands. Approved on 22 September. It runs 60 days from 26 September — into late November, through the start of the heating season.
What is being argued about
- Who took the decision — parliament approving, or the government declaring
- Whether Moldova is actually short of energy, fuel or water
- The three regional crises named as the cause, and named by nobody
- What 60 days of emergency powers permit, and what they cost a household
