Regnum says Ukraine stopped holding up the Dniester; Moldova's minister, quoted by two Moldovan outlets, says Ukraine is in the same drought
Moldova's environment minister says the Dniester in the north has fallen to historic lows. The Russian agency Regnum reports that he blamed Ukraine. The two Moldovan reports we hold quote him calling the situation critical in Ukraine too, and aiming his fire at Chișinău's mayor.
What is agreed. All three reports rest on one man: Moldova's environment minister, Gheorghe Hajder, speaking on 27 September. Ziarul de Gardă and NewsMaker both quote him saying the Dniester's level in the north fell to historic lows. That confirms what he said, not the measurement behind it.
Where they split. The split is over whose doing it is.
| Report | What it leads with | Ukraine's role | Mayor Ceban |
|---|---|---|---|
| Regnum | "Украина прекратила поддержку уровня воды" | Ukraine stopped supporting the level | Not mentioned |
| Ziarul de Gardă | "nivelul a scăzut la cote istorice" | "situația este critică și în Ucraina" | Hajder answers his accusations |
| NewsMaker | «Политические обвинения не принесут ни воды, ни дождя» | "Аналогичная критическая ситуация в Украине" | The whole story is the row |
The Russian account. Regnum states as fact that Ukraine stopped supporting the river's level. It names Hajder as the source only in its second sentence. It says the level was earlier kept up jointly by Kyiv and Chișinău from the Novodnistrovsk reservoir in Ukraine.
The Moldovan account. Both Moldovan outlets carry a shared shortage and a domestic quarrel. Hajder asks Ceban what the city did at "одной из наиболее уязвимых водозаборных станций", the station that supplies Chișinău.
What is not settled. - We hold only Regnum's opening lines. We cannot see whether Hajder's words there match the Moldovan quotes. - No report quotes a Ukrainian official. Kyiv's side is missing. - No report quotes Ceban's own words. - No report gives a measured level or a date for any change in releases.
What this is about. A river that Moldova drinks from is running low, and the question is whether that is the weather or a decision taken upstream in Ukraine.
How it got here. The Dniester rises in Ukraine's Carpathian mountains. It flows through western Ukraine, forms part of the Moldova–Ukraine border, crosses Moldova, and returns to Ukraine before reaching the Black Sea. Upstream, in Ukraine's Chernivtsi region, sits the Dniester hydropower complex at Novodnistrovsk. Its dam and reservoir govern how much water flows down to Moldova. Moldova has worried about that dependence for years. The two countries signed a treaty on managing the Dniester basin together in 2012.
The politics changed after Russia's full-scale invasion of Ukraine in February 2022. Moldova, which borders Ukraine and hosts Russian troops in its breakaway Transnistria region, turned firmly towards the European Union and became a candidate for membership in June 2022. Moscow and Chișinău have been at odds since. A story about Ukraine cutting Moldova's water therefore carries weight beyond the river.
The actors. Gheorghe Hajder is environment minister in Moldova's government, run by the pro-EU Party of Action and Solidarity. Ion Ceban is the mayor of Chișinău, the capital, and leads an opposition party. His city draws its drinking water from the Dniester, so a low river lands first on his desk. Ukraine controls the reservoir. Regnum is a Russian news agency.
What is at stake. If the low water is a drought, both countries share it and the fix is cooperation and rain. If it is a Ukrainian decision, it is a dispute between neighbours who are otherwise close allies. Inside Moldova, the question of who failed to prepare the capital's water intake is a fight between the government and its main opposition figure.
Where it stands. The minister says the level is at a historic low. The reports we hold do not settle why.
What is being argued about
- Did Ukraine stop supporting the Dniester's level, or is the drought shared?
- What Moldova's environment minister actually said on 27 September
- The row between the minister and Chișinău mayor Ion Ceban over the city's water intake
- Why no Ukrainian official is quoted in any report
