Reuters says $24.3bn "cleared", Al-Modon says a "possible sale", LBCI says 48 jets
Five reports on one American approval. Three carry the price, one counts the aircraft, two say nothing has been bought yet.
What happened. The US State Department approved an F-35 fighter jet sale to Saudi Arabia on 17 September, valued at $24.3bn. We hold five reports on it. They do not carry the same decision.
| Report | The word it used | Price | Aircraft |
|---|---|---|---|
| Reuters | "clears way for" | $24.3bn | — |
| LBCI | "approved" | $24.3bn | 48, plus equipment |
| Shargh | "agreed", a contract | $24.3bn | — |
| Al-Modon | a "possible sale" | — | — |
| The Jerusalem Post | a "possible sale" | — | — |
The money and the metal. Three of five reports give the $24.3bn. One, LBCI, says what that money buys: 48 aircraft and equipment. No other report we hold counts the jets, and none disputes the count either.
Who acted. Shargh and Al-Modon name the State Department as the body that approved. Reuters, LBCI and The Jerusalem Post credit "the United States". No report we hold quotes a Saudi or American official by name.
The Israel frame. One report of five, The Jerusalem Post, makes the sale a question about a third country, asking whether Saudi F-35s would challenge "Israel's military advantage in the region" and sourcing that question to an unnamed "many".
Not settled. Whether the package is 48 aircraft — one report says so, four are silent. Whether anything has been bought — two reports call the sale possible, Reuters says Washington cleared the way, and no report we hold records a signed contract, a delivery date or a condition attached. What the "equipment" alongside the jets is: no report says.
What this is about. The American government has given its own approval for Saudi Arabia to buy the most advanced combat aircraft the United States exports.
How it got here. The F-35, built by Lockheed Martin, is sold to a short list of close partners and is tightly export-controlled. American arms sales run in stages: a government asks to buy, the State Department approves or refuses, Congress is notified and has a window in which it can move to block, and only then do the two sides negotiate a contract. An approval is the opening of a purchase, not the closing of one — which is why some reports write "possible sale" and others write "approved" for the same day's news.
Two older facts sit underneath it. Since 2008, American law has required that arms sold in the Middle East preserve Israel's "qualitative military edge", and the State Department must certify it; Israel has flown the F-35 since 2016 and is the only country in the region to do so. And the United Arab Emirates was cleared to buy F-35s in 2020 in a sale that never went ahead. The Jerusalem Post reports that word of a Saudi deal first spread in late 2025.
The actors. Washington controls who may buy the aircraft. Saudi Arabia, a longstanding buyer of American and British combat aircraft, is the customer. Israel, which has no diplomatic relations with Saudi Arabia, is not a party to the sale but is written into it by American law and by one of the five reports.
What is at stake. If it completes, a Gulf state gets the aircraft only Israel now flies in the region, and an American production line gets $24.3bn of orders. If it stalls, as the Emirati sale did, Riyadh buys elsewhere.
Where it stands. At the approval stage, with no contract in anything we hold.
What is being argued about
- Approved, cleared, or possible — three words for one decision
- Whether the package is 48 aircraft, on one report's word
- Who is named as acting: the State Department, or "the United States"
- Israel's military advantage, raised by one report of five
