Reuters says "AI curbs and end to wars"; JNS says Israel is "bulldozing" the road to peace — one Guterres speech
Nine reports on the retiring UN chief's last General Assembly address, all published within two and a half hours. Two name Gaza. One names the 7 October attack. The two that quote his line on Gaza quote different words.
The text everyone had. António Guterres's last address to the General Assembly was carried live and written up within two and a half hours by every outlet we read. Nine reports we hold cover it. Barely two lead on the same passage.
What they led with. Reuters: AI curbs and an end to wars. France 24: regulate artificial intelligence, end wars, climate change, overhaul UN institutions. The New York Times: a divided world, no war named. Life.ru: an irreversible shift to multipolarity, and killer robots. Gulf News: "Your power isn't so super". The Jerusalem Post: Guterres condemns 7 October and Israel's actions in Gaza. JNS: Israel "bulldozing" the road to peace.
Two outlets carry his line on Gaza, and the words differ.
| Outlet | The line, inside quotation marks |
|---|---|
| The Jerusalem Post | "a scale of death and destruction unlike anything I have seen" |
| JNS | "a scale of killing and destruction unlike anything I have witnessed in all my years as secretary-general" |
Neither marks its version as a paraphrase. No other report we hold carries the line in any form.
What is not settled. We hold no transcript, so we cannot say which wording is his. Only the Jerusalem Post reports the condemnation of the 7 October attack and the call for two states; nothing we hold contradicts it and nothing confirms it. Two reports carry nothing beyond a headline, so what they chose cannot be checked.
What this is about. One speech, available in full to every outlet at the same hour, and nine different accounts of what was in it.
How it got here. The United Nations General Assembly — where every member state sits and each has one vote — meets each September in New York for a week of set-piece speeches known as the general debate. The secretary-general opens it. António Guterres, a former prime minister of Portugal, has held that office since January 2017; his second and final five-year term ends on 31 December 2026, which makes this session, the 81st, opened on 22 September 2026, the last general debate he opens. The office commands no army and no vote. Its power is the speech, plus whatever the Security Council will agree to; the Council's five permanent members — the United States, Russia, China, Britain and France — each hold a veto. One France 24 report has a Sciences Po researcher arguing that when those powers divide, the mechanisms built for collective security produce paralysis instead.
Why Gaza is in it. Hamas-led fighters attacked Israel on 7 October 2023, and the war in Gaza that followed has run since. Two of the reports we hold have Guterres speaking about it, each rendering his words differently.
Why artificial intelligence is in it. He used the address to ask governments to regulate AI and, in the account one Russian outlet carries, to warn that lethal autonomous weapons are turning from science fiction into military reality. No treaty governs them.
What is at stake. A departing secretary-general's final general-debate speech is his last chance to set the agenda his successor inherits — and the assembly appoints that successor, on the Security Council's recommendation, before his term runs out. What a reader takes from this one depends almost entirely on which outlet they opened.
What is being argued about
- What nine reports carried out of one General Assembly address
- Two outlets, one line on Gaza, two sets of words
- Which passage each outlet took to be the news
- What cannot be checked without a transcript
