Reuters says twelve countries sanction settlements; the Jerusalem Post says 12 back restrictions alongside Britain, France and Canada

Reuters and Interfax count twelve governments in all. Dagens Nyheter says Britain acted and eleven others want to. Israel's answer reaches us twice — entry bans on 12 British politicians in one report, a closed consulate in another — and no report we hold carries both.

'Grave miscalculation': Herzog disparages British sanctions against West Bank settlements
'Grave miscalculation': Herzog disparages British sanctions against West Bank settlements as published by The Jerusalem Post · seen at The Jerusalem Post

What Britain announced. Foreign Secretary Ed Miliband told the House of Commons the government would ban imports from Israeli settlements and sanction settlers, and said the UK believes Israel is carrying out "ethnic cleansing in the West Bank" (The Jerusalem Post). Dagens Nyheter quotes him calling the occupation unlawful.

How many joined, and how far.

Report The count Done, or intended
Reuters twelve countries, France and the UK among them "sanction"
Interfax France and 11 others "will cease trade"
Dagens Nyheter Britain, plus eleven more incl. Sweden the eleven "want" it
The Jerusalem Post 12 alongside the UK, France, Canada they "back restrictions"
An-Nahar twelve ministers, all named "determination to impose"

An-Nahar, quoting the Palestinian presidency, is the only report we hold that names them: France, the United Kingdom, Canada, Denmark, Spain, Finland, Ireland, Iceland, Norway, Poland, Portugal and Sweden. Twelve including Britain — which makes the Jerusalem Post's fifteen the outlier.

Israel's answer, twice. The Jerusalem Post: Israel barred 12 British officials and MPs, among them Jeremy Corbyn and Zarah Sultana, and ended British training of Palestinian Authority forces in Ramallah. Dagens Nyheter: Israel closed the British consulate in Jerusalem. Neither report carries the other's measure.

Not settled. Whether any government beyond Britain has restrictions in force. Whether the two Israeli measures are one package or two. What the trade is worth — The Independent calls the impact "negligible" and gives no figure.

What this is about: a group of governments led by Britain is moving to cut trade with Israeli settlements in the occupied West Bank, and Israel is retaliating.

How it got here. - 1917–1948: Britain promised a Jewish "national home" in the Balfour Declaration, then ruled Palestine under a League of Nations mandate until Israel was founded in 1948. The Independent says this history is why a British move carries weight beyond its trade value. - 1967: Israel captured the West Bank and East Jerusalem from Jordan. Since then, Israeli civilians have settled there. - The legal dispute: most governments, the UN and the International Court of Justice treat the settlements as illegal under international law. The ICJ said so in an advisory opinion in July 2024. Israel rejects that view and cites historical, religious and security claims to the land. - 1993–1995: the Oslo Accords set up the Palestinian Authority to govern parts of the West Bank. They were meant to lead to two states. No final deal was ever reached. - Since October 2023: the Gaza war followed the Hamas-led attack of 7 October. Attention has since turned to the West Bank as well. France's foreign minister, quoted by Interfax, describes "unrestrained" settlement expansion and violence by extremist settlers.

Who is in it, and why. - Britain, France, Canada and nine other governments say trade with settlements helps keep them going and damages the chance of two states. - Israel's government sees the move as hostile pressure and has answered with measures against Britain. - The Palestinian presidency wants the steps made binding and followed across Europe. - The European Union sets trade policy for its members. Interfax reports that EU foreign ministers failed in July to agree on any Commission option for settlement imports, so each country now decides for itself.

What is at stake. Whether governments that call the settlements illegal act on it, or only say so. Whether a Palestinian state stays possible on the land it would need. The E1 building plan near Jerusalem is at the centre of that argument; the Palestinian presidency says it would cut the West Bank apart. Israel says the land is its to build on.

Where it stands. Britain has announced a ban. We do not know if any of the others has one in force yet. Israel has struck back, and the EU as a whole has not acted.

What is being argued about

  • A joint statement by twelve foreign ministers on trade with Israeli settlements
  • Whether the restrictions are in force or only announced
  • Israel's countermeasures against Britain
  • What the measure is worth, and what the territory is called

The bias in this coverageBias

Whose land it is depends on which report you read

Five of the nine reports call the West Bank occupied or the settlements illegal in their own words; the four written in English do not, leaving that description inside a minister's quotation. One report is built on a Palestinian statement. Two lead instead with Israel's answer or with what Britain stands to lose.

5 reports calling the territory occupied or the settlements illegal in their own words 1 reports built on a Palestinian source 2 reports leading with Israel's answer or Britain's risk 2 reports naming all twelve governments

Two different Israeli countermeasures, never in the same report

One report says Israel barred twelve British officials and ended British training of Palestinian security forces; another says Israel closed the British consulate in Jerusalem. No report we hold carries both, and none says whether the two are the same package.

1 reports naming the entry bans on British politicians 1 reports naming the closure of the consulate in Jerusalem 0 reports carrying both measures
Scored without the mastheads. Where the two passes differ, both are kept.

unverified Israel retaliated by barring entry to 12 British officials and MPs, including Jeremy Corbyn and Zarah Sultana, and ending British training of Palestinian Authority security forces.
Only The Jerusalem Post carries the entry bans and the end of the training programme; no other report we hold mentions either. Dagens Nyheter describes a different Israeli countermeasure — closing the British consulate in Jerusalem — which no other report we hold carries.

misleading Twelve countries have imposed a ban on trade with Israeli settlements in the occupied West Bank.
Reuters and Interfax write that twelve countries are sanctioning settlements, but The Jerusalem Post says twelve "back" restrictions alongside the UK, France and Canada, and Dagens Nyheter says Britain announced sanctions while eleven others want similar ones. An-Nahar quotes the twelve foreign ministers' joint statement as a stated intent to impose national restrictions, not a measure already in force in all twelve.

true Britain's foreign secretary told the House of Commons that the UK believes Israel is carrying out ethnic cleansing in the West Bank.
The Jerusalem Post reports Ed Miliband saying it, and Efimerida ton Syntakton's headline records London speaking of "ethnic cleansing"; Dagens Nyheter separately quotes him telling the Commons the occupation is unlawful. Three outlets in three countries report the same on-the-record parliamentary statement.
