Revolutionary Guard says two Jaish al-Adl gunmen killed in Zahedan; Iran International, via the Jerusalem Post, reports a city locked down and gives no toll
Two reports describe the same Iranian city on the same day, 18 September. They agree on almost nothing else. One gives two dead and cites only the Revolutionary Guard. The other names no dead and no one who acted, and cites only an exile broadcaster.
One city, one day, two stories. On 18 September the Jerusalem Post and the Tehran daily Shargh each reported violence in Zahedan, the capital of Sistan-Baluchestan province. They agree on the city and the date. They agree on little else.
| The Jerusalem Post | Shargh | |
|---|---|---|
| Its source | Iran International, a London-based Persian-language broadcaster | The Revolutionary Guard's announcement |
| What happened | A shooting, then ambulances and checkpoints | An armed clash with security forces |
| Dead | No toll | Two armed men |
| Who is named | Nobody | The group only: "Jaish al-Zolm" |
| Published (GMT) | 05:47 | 10:53 |
The Guard's account. Shargh reports that the Guard announced the deaths of two armed members of "Jaish al-Zolm". That is Tehran's insulting name for the Baluch armed group Jaish al-Adl. In its own voice, Shargh calls the dead "terrorists". It also uses halakat, a word for death that is kept for enemies. It does not name the dead. It says nothing about any losses among the security forces.
The exile account. The Jerusalem Post's headline says "mass security response, city shutdown". The text we hold is one sentence: "Several ambulances were dispatched to the area, and checkpoints were established on nearby streets." It names no shooter, no victim and no force.
What is not settled. Whether the two reports describe the same incident. Who fired, and who was hit. How many were hurt. Whether the whole city was shut, or only a few streets. Each report rests on one source. Neither quotes anyone in Zahedan.
What this is about: a deadly incident in Zahedan, a city in south-east Iran. The only accounts come from Iran's Revolutionary Guard and from a broadcaster run by Iranian exiles, and they do not match.
The place. Zahedan is the capital of Sistan-Baluchestan. The province borders Pakistan and Afghanistan and is one of Iran's poorest. Most of its people are Baluch and Sunni Muslim. Iran is mostly Shia and is governed by Shia clerics. Many Baluch say the state discriminates against them. Tehran says the province's problem is armed groups and smugglers based across the border.
The armed group. Jaish al-Adl, "Army of Justice", is a Baluch militant group formed in 2012. It has attacked Iranian border guards and security forces. Iran calls it a terrorist organisation, and so does the United States. Iranian state media call it "Jaish al-Zolm", "Army of Injustice". Iranian forces carry out regular operations against it.
The city's recent past. On 30 September 2022, during the national protests after the death of Mahsa Amini in police custody, security forces opened fire on crowds after Friday prayers in Zahedan. Residents call that day "Bloody Friday". The death toll is still disputed. Since then the city has been one of the places where state accounts and exile accounts differ most.
The actors. The Revolutionary Guard is Iran's elite military force and answers to the Supreme Leader. It leads security operations in the province. Iran International is a Persian-language channel based in London. Tehran treats it as a hostile foreign outlet.
Why it matters. Independent reporters rarely get access to the province, and internet cuts are frequent. So the state's count and the exiles' description are often the only two versions available, and nobody can check either one on the ground.
Where it stands. We hold two reports, each with one source. Neither gives the names of the dead, and neither quotes anyone in the city.
What is being argued about
- Whether two armed men were killed, as the Revolutionary Guard says, or whether no toll is known
- Whether Zahedan was shut down or checkpoints went up on a few streets
- Who acted: one report names no shooter and no force, the other names only a group
- Why no account from inside Zahedan or from a Baluch outlet can be read
