RTÉ calls it a 'limited' Drumcree march, The Independent a 'controversial' one, and Dublin is 'very concerned'
The Parades Commission will let the Orange Order walk Portadown's Garvaghy Road on Sunday for the first time since 1998. Four outlets agree on the decision. They differ on what to call it, whose voice comes first and how many years it has been.
The decision. The Parades Commission will let Portadown District of the Orange Order walk the Garvaghy Road on Sunday, 27 September. RTÉ News, TheJournal.ie, The Independent and The Irish Times all report it, and none disputes it. RTÉ News lists the conditions: no more than 35 marchers, leave Drumcree Church by 8am, disperse by 9.30am, no bands and no supporters.
Four outlets, four framings.
| Outlet | Headline word | Leads with | Gap stated |
|---|---|---|---|
| RTÉ News | "limited" | the permission and its conditions | 28 years |
| The Independent | "controversial" | the permission | "nearly 30"; 29 in a linked headline |
| TheJournal.ie | "very concerned" | the Irish government | "almost 30 years" |
| The Irish Times | "allow" | residents' pledge to "mobilise" | not given |
Only one outlet reports the application. Only TheJournal.ie reports that the Orange Order asked for 60 marchers. The Commission allowed 35.
The reactions. Sinn Féin's Michelle O'Neill says there is "no reasonable or logical basis" for the decision, RTÉ News and TheJournal.ie report. The DUP's Gavin Robinson calls it a "long-overdue breakthrough", RTÉ News reports. The Irish government says it is "very concerned".
What is not settled. - Whether the march goes ahead. RTÉ News reports that residents are applying to the High Court in Belfast to overturn the decision. - Why the court quashed the Commission's previous ruling. Only The Independent gives a reason: "procedural errors". - How many people died in the 1990s. The only figure is 21. It comes from Aontú leader Peadar Tóibín, quoted by TheJournal.ie. RTÉ News says only that "a number of people were killed".
What this is about. Whether members of the Orange Order may march along the Garvaghy Road in Portadown, County Armagh, a mainly nationalist area.
How it got here. The Orange Order is a Protestant fraternal organisation founded in 1795. Its members are largely unionist: they want Northern Ireland to stay in the United Kingdom. Each July its Portadown lodges attend a service at Drumcree Church and walk back into town. The route back runs down the Garvaghy Road, where most residents are Catholic and nationalist, and they objected to the march passing their homes.
In the mid-1990s the dispute became a yearly stand-off. RTÉ News reports that violent clashes needed a major security operation for several summers, and that people were killed in tensions linked to the dispute. In 1998, the year of the Good Friday Agreement, a new body was given legal power to rule on contested parades: the Parades Commission. It has blocked the Garvaghy Road route every year since.
The High Court in Belfast then quashed the Commission's most recent ruling on the march. The Commission's new decision, announced on Friday, followed.
Who is involved. - The Orange Order and the DUP, the largest unionist party. They call the ban a historic wrong. - Garvaghy Road residents, through the Garvaghy Road Residents Coalition. They oppose the march. - Sinn Féin, the largest nationalist party. Its deputy leader, Michelle O'Neill, is First Minister of Northern Ireland. - The Irish government. Under the Good Friday Agreement, Dublin has a formal voice on Northern Ireland matters, which is why it has responded.
What is at stake. Residents' spokesman Breandán Mac Cionnaith told RTÉ News that the decision sets a precedent for parades "right across the North", including places where local agreements were reached. For unionists, it ends a ban they never accepted.
Where it stands. The march is set for Sunday morning. RTÉ News and the Irish government both say a court challenge is likely.
What is being argued about
- What to call the ruling: 'limited', 'controversial' or a cause for concern
- Whose voice leads: the residents, the Irish government or the Commission's conditions
- How long the route has been closed: 28 years, 29 or 'nearly 30'
- The 1990s dead: one figure, given only by a politician
