RTÉ says "no RUC collusion"; the Irish Times says "wrongful acts" obstructed the murder investigation

One 290-page inquiry report on the 1997 killing of Robert Hamill in Portadown. Three reports, and they split on which half of it is the news.

Anglosphere United Kingdom

Robert Hamill, 25, a Catholic father of three, was beaten by loyalists on Market Street in Portadown in April 1997 and died 11 days later. The inquiry into whether RUC officers facilitated his death or obstructed the murder investigation was set up in 2004. It reported on Monday.

The report carries two findings, and the three reports we hold split on which one leads. The officers in a Land Rover near the attack were unaware of it, tried to restore order and "did not in any way condone or collude with attackers", the report says. It also finds "wrongful acts and omissions" by RUC officers that obstructed the murder investigation.

Outlet Headline leads on Carries the wrongful acts Quotes the family
RTÉ News no collusion no no
The Irish Times wrongful acts yes yes
TheJournal.ie both, in one line yes yes

One headline does not match its own first sentence. The Irish Times headline says the wrongful acts obstructed the inquiry; its opening line says what was obstructed was the investigation.

Not settled. Whether anyone has been convicted of the killing. TheJournal.ie says no one ever has. The Irish Times records only Robert Cecil Atkinson's 2024 conviction for perverting the course of justice, and the family saying the killers "were never fully held accountable". The RTÉ text we hold does not address it. The panel itself could not agree on the consequences of the Land Rover officers failing to intervene, and no report we hold names an attacker.

This is about whether Northern Ireland's police failed a Catholic man killed by a loyalist crowd in 1997, and then failed his family.

How it got here

  • The Troubles. From the late 1960s to the Good Friday Agreement of April 1998, Northern Ireland lived through a conflict between mostly Catholic nationalists, who wanted a united Ireland, and mostly Protestant unionists and loyalists, who wanted to stay in the United Kingdom. The police force was the Royal Ulster Constabulary (RUC). Many nationalists distrusted it.
  • Portadown, 1997. Portadown is a town in Co Armagh. In the late 1990s it was a flashpoint because of the dispute over the Orange Order's parade at Drumcree. Robert Hamill was attacked there in April 1997, a year before the peace deal.
  • "Collusion." This is the allegation that members of the security forces helped loyalist paramilitaries or covered for them. It runs through many killings from the Troubles.
  • 2001–2004. At Weston Park in 2001, the British and Irish governments agreed that a retired Canadian judge, Peter Cory, would review six killings where collusion was alleged. Hamill's was one of them. Cory recommended a public inquiry, and one was set up in 2004.
  • The wait. The RUC was replaced by the Police Service of Northern Ireland in 2001. The inquiry sat for years. Publication was held back while criminal proceedings ran. One of those ended in Robert Cecil Atkinson's 2024 conviction for perverting the course of justice.

Who is in it

  • The Hamill family campaigned for the inquiry. Their solicitor, Rosemary Nelson, was killed by a loyalist car bomb in 1999.
  • The UK government set up the inquiry and runs policing and justice for past cases.
  • The Irish government co-signed Weston Park. That is one reason Irish outlets follow the case.

What is at stake

The report is a judgement on whether the police let a sectarian killing go unpunished. London and Dublin still disagree over how Troubles killings should be investigated.

Where it stands

The report was published on Monday 14 September 2026. The reports we hold disagree on whether anyone has ever been convicted of the killing.

What is being argued about

  • Which half of the inquiry's findings leads: no collusion, or wrongful acts by RUC officers
  • What the officers in the Land Rover near the attack did and did not do
  • Whether anyone has ever been convicted of Robert Hamill's murder
  • Twenty-two years from the inquiry's terms of reference to its report

The bias in this coverageBias

One report, two opposite headlines

The inquiry found both that officers did not collude and that officers committed wrongful acts and omissions; the reports split on which half leads. Two of three lead with the clearance, one leads with the wrongdoing, and all three quote the same finding further down. The shortest report carries only the clearance.

2 reports leading with no collusion 1 reports leading with wrongful acts 2 reports quoting the family

What the short report leaves out

Two reports name the former officer convicted in 2024, give the inquiry's cost and its page count, and carry the sister's account in full. The third gives none of it, and no report names the men who beat Hamill or says whether any faced trial for the killing. Only one report states that nobody has been convicted of the murder.

2 reports naming the convicted former officer 2 reports giving the inquiry's cost 1 reports saying nobody was convicted of the murder 0 reports naming an attacker
Scored without the mastheads. Where the two passes differ, both are kept.

true The inquiry found that the RUC officers in the Land Rover near the attack did not condone or collude with Robert Hamill's attackers.
The Irish Times and TheJournal both quote the report's words — the officers were unaware of the assault, got out and tried to restore order, and "did not in any way condone or collude with attackers" — and RTÉ reports the same finding. No report we hold puts it otherwise.

true The inquiry found "wrongful acts and omissions" by RUC officers that obstructed the murder investigation, including a failure to properly search a key suspect's home.
The Irish Times and TheJournal quote the same passages of the published report, including that the failure to treat the tip-off as part of the murder investigation "was negligent" and that the 10 May 1997 search failure amounted to "a lack of due diligence". Both carry PA copy, but the wording is quoted from the report itself and RTÉ's account of a flawed investigation does not conflict.

The Irish Times leads on the finding against the police and quotes the report calling the failures negligent — the untreated tip-off, the officers who finished their shifts without recording what had happened
A number of “wrongful acts and omissions” by RUC officers obstructed the investigation into a sectarian murder in Co Armagh almost 30 years ago, an inquiry has found. The report on the case of Robert Hamill, published on Monday, criticised aspects of the investigation, including a failure to properly search the home of a key suspect. However, it found that police officers who were in a Land Rover near the scene of the fatal attack “did not condone or collude” with those responsible. Hamill (25), a Catholic father of three, and a friend were beaten by loyalists as they walked along Market Stree
Headline claims what the body does not carry: headline says the inquiry was obstructed; the text says the murder investigation was — “‘Wrongful acts’ by RUC officers obstructed inquiry into sectarian Co Armagh murder”
Who hurt is named: the dead man is named and aged; the second person beaten is "a friend" throughout — “Hamill (25), a Catholic father of three, and a friend were beaten by loyalists as they walked along Market Street in Portadown in April 1997 after a night out.”
What leads: opens on the finding against the police; the exoneration is held to the third sentence — “A number of “wrongful acts and omissions” by RUC officers obstructed the investigation into a sectarian murder in Co Armagh almost 30 years ago, an inquiry has found.”
Who is named as acting: the attackers are named as loyalists and the victim is named, aged and placed — “Hamill (25), a Catholic father of three, and a friend were beaten by loyalists as they walked along Market Street in Portadown in April 1997 after a night out.”

TheJournal.ie is the only report we hold that states both findings in its headline, the only one to say no one has ever been convicted of the murder, and the only one to give the failed search of a suspect's home on 10
An account is an optional way to support the work we do. Find out more. However, the report said that a number of “wrongful acts and omissions” by RUC officers obstructed the investigation into his murder in 1997. These included the failure to properly search the home of a key suspect. A sister of Robert Hamill said the failings highlighted in the report had “led to those who murdered our brother evading justice”. Hamill (25), a Catholic, died after he was attacked in Portadown, Co Armagh in April 1997. Hamill and a friend were beaten by loyalists as they walked along Portadown’s Market Street
Which finding leads: the clearance leads, the wrongdoing follows the conjunction — “Sectarian murder of Catholic Robert Hamill had no RUC collusion but flawed investigation, says report”
Fact held by one report only: the absence of any conviction for the killing appears in one of three reports — “No-one has ever been convicted Hamill’s murder.”
Same figure, different conversion: the inquiry cost is converted to 38.55 million euro here and to 39 million elsewhere — “The 290-page report followed an inquiry which cost approximately £33 million (€38.55 million).”
Headline carries both findings: the only headline we hold that states the exoneration and the failure together, and names the dead man — “Sectarian murder of Catholic Robert Hamill had no RUC collusion but flawed investigation, says report”
What is counted: the only report we hold that states no one was ever convicted — printed with a word missing — “No-one has ever been convicted Hamill’s murder.”
