RTÉ says the whiskey cut is for "just Ireland", not the EU; TheJournal.ie rates Trump's pharmaceutical claim misleading

Four reports from two days in Ireland. Two carry the tariff pledge, one gives a rate, and none of them quotes anyone but the US president on it.

Whiskey tariff removal for 'just Ireland', not EU - Trump
Whiskey tariff removal for 'just Ireland', not EU - Trump as published by RTÉ News · seen at RTÉ News

The pledge. At the end of a two-day visit, Donald Trump said the United States will drop its tariff on Irish whiskey, and that the removal is for "just Ireland", not the rest of the European Union. Two of the four reports we hold carry the pledge.

Where they differ.

Report What it carries
The Irish Times a 10% current rate; removal "only to Ireland", attributed to Trump
RTÉ News "just Ireland", not the EU; EU officials want further cuts
TheJournal.ie, four claims checked official figures and flat verdicts; the whiskey claim is not one of the four
TheJournal.ie, on the trip the White House posted about whiskey, not Irish unity

What the checking found. TheJournal.ie is the only report we hold that sets a figure against a named source. Irish pharmaceutical exports reached €138.6 billion in 2025, on Central Statistics Office figures; the plants are owned by US groups including Pfizer and Eli Lilly; the $114.2 billion US goods deficit falls to $48.2 billion once services are counted. It rates Trump's claim that Ireland took those companies away misleading.

Not settled. No report we hold gives a date for the removal, a figure for what Irish whiskey sells into the United States, or whether whiskey distilled in Northern Ireland is covered. None quotes a distiller, an exporter or an Irish minister. The European reply comes from "EU officials", with nobody named.

What this is about. Donald Trump has promised to lift a US tariff on Irish whiskey for Ireland alone. Ireland cannot usually get a separate trade deal from the United States.

How it got here.

  • 1973. Ireland joined what is now the European Union. EU members share one customs union and one trade policy. Tariffs with countries outside the EU are negotiated by the European Commission for all members together. No single member state sets its own.
  • Decades before 2025. Ireland drew large US companies to base production there, pharmaceutical makers among them. TheJournal.ie names Pfizer and Eli Lilly. That is why Ireland sells the United States far more goods than it buys, and why Trump has long pointed to Ireland in his complaints about trade deficits.
  • January 2025. Trump began his second term. In April 2025 he announced tariffs on imports from most of the world, the EU included. The EU and the US then negotiated through 2025. Irish whiskey was left facing a tariff. The Irish Times puts the current rate at 10%.
  • September 2026. Trump made a two-day visit to Ireland. His family has long-standing ties there, and he owns a golf resort at Doonbeg, County Clare. At the end of the visit he made the whiskey pledge.

Who is involved.

  • The US president sets tariffs by executive action.
  • The Irish government, led by Taoiseach Micheál Martin, wants tariff relief for Irish exporters. It does not control EU trade policy.
  • The European Commission negotiates for all EU members. RTÉ reports that EU officials want further cuts.
  • Northern Ireland is part of the United Kingdom, not the EU. Under the Windsor Framework it follows some EU rules on goods. That is why it is an open question whether its whiskey would be covered.

What is at stake. Relief for Ireland alone would reward one member state inside a trade policy the EU runs for all its members. It could strain the principle that the EU negotiates as one. If the pledge is never put into effect, Irish distillers keep paying the tariff.

Where it stands. No report we hold gives a date for the change, a legal text for it, or a response from the Commission.

What is being argued about

  • Whether the US tariff removal on whiskey covers Ireland alone or the whole European Union
  • The 10 per cent rate, which only one report gives
  • Trump's claim that Ireland took US pharmaceutical companies, and the official figures set against it
  • Who answers the pledge, and whether they are named
The same trade gap, counted two waysChart
US official figures as published in TheJournal.ie's check. Trump said Ireland had "fleeced" the United States; the check says a deficit is not a bill owed.

The bias in this coverageBias

One report checks a number; the others carry one

Four reports touch Trump's Ireland trip and only one sets any figure against a named statistical source, giving the pharmaceutical, investment, oil and payment claims their own verdicts. One report gives the current whiskey tariff rate; the rest state the promise without it. No report we hold gives a date for when any removal would take effect.

1 reports giving the current tariff rate 1 reports checking a figure against a named source 0 reports giving a date for the change

The claim has a name on it; the reply does not

Trump is named as the speaker in every report that carries the whiskey pledge. The European response is attributed to "EU officials" with nobody named, and no Irish minister, distiller or trade body is quoted anywhere in what we hold. Two reports say the removal excludes the rest of the bloc; neither says who told them the exclusion would hold.

3 reports naming Trump as the source of the pledge 0 reports quoting a named person other than Trump on the tariff 1 reports attributing the reply to unnamed officials 2 reports saying the removal excludes the rest of the bloc
Scored without the mastheads. Where the two passes differ, both are kept.

Claims and verdicts

true Donald Trump said the removal of the US tariff on whiskey will apply to Ireland only, not to the rest of the European Union.
RTÉ and the Irish Times both report Trump saying the removal applies to Ireland alone, and RTÉ adds that EU officials want further cuts. No report we hold puts his words differently.

misleading Ireland took American pharmaceutical companies away from the United States and has "fleeced" it on trade.
TheJournal's fact-check is the only report we hold that tests the claim: it finds the plants are owned by US-headquartered groups such as Pfizer and Eli Lilly, that the $114.2 billion goods deficit falls to $48.2 billion once services are counted, and that only a few firms, such as Medtronic and Perrigo, moved their legal parent to Ireland. It rates the claim misleading.

The only report we hold that tests claims from the visit against named statistical sources, rating four of them, the pharmaceutical one misleading; it names the war in Iran in its own voice while doing so.
An account is an optional way to support the work we do. Find out more. DONALD TRUMP’S BRIEF visit to Ireland was always likely to generate some headline-grabbing claims. In remarks at the US ambassador’s residence in Dublin and questions from reporters at his Doonbeg golf resort, Trump spoke about Ireland’s pharmaceutical industry, global oil supplies and domestic US politics. We examined four of his more substantial claims over the two-day trip to see how well they stand up. In a speech to guests at the US ambassador’s Phoenix Park residence in Dublin, Trump hit out at a supposed trade imbal
Explicit verdict on a named person's words: a rating attached to the claim, with the figures it rests on — “We therefore rate this claim: MISLEADING.”
Asserted flat in the writer's voice: the cause of the oil shortage stated as the administration's war, not attributed — “very much ignores a major cause of shortages as a result of his administration’s war”
Says what the figure counts before comparing: the deficit is defined in plain terms and then corrected for services — “In plain English, a $114.2 billion goods deficit means that the US bought $114.2 billion more in goods from Ireland than it sold here.”
Asserted vs attributed: verdicts are stated flat, each carried by published figures set out above it — “We therefore rate this claim: MISLEADING.”
Asserted vs attributed: the war is named in the writer's own voice, unhedged, inside a sentence describing someone else's claim — “rather than the US-Israeli war on Iran”

An account is an optional way to support the work we do. Find out more. It capped a 36-hour visit by the US president that is being seen as a success from the Irish side, with Taoiseach Micheál Martin saying today that he was “very pleased” with how it all went. US president Donald Trump capped off his whirlwind visit to Ireland by making the surprise announcement he would remove tariffs from Irish whiskey. Trump said: “I want to mention one thing [the] Taoiseach and I talked about it, and Shane [Lowry] talked about it. “Everybody’s been bugging me.
