Seoul says it 'cannot afford' to slow AI; Fox News says 'Big Tech shouldn't get taxpayer subsidies'
Eight reports on how fast to build artificial intelligence. Seven argue about the pace; one asks who pays for the data centres. None gives a figure for what the tax breaks cost.
South Korea says it 'cannot afford' to slow AI development as published by Anadolu Agency · seen at
Anadolu Agency
Faster. Anadolu Agency reports South Korea "cannot afford" to slow AI development — the country speaks in the headline, an unnamed science minister in the text. Interfax leads with US Treasury Secretary Scott Bessent's flat "the US remains the leader in AI", then his offer to discuss risk with Beijing. Reuters carries the same offer and credits Axios for it; Interfax names no source. Two reports, one account.
Slower. Life.ru says UN Secretary-General António Guterres fears loss of control could become an existential threat for humanity, and nobody in that report answers him. Efimerida ton Syntakton calls Yoshua Bengio the "godfather" of the technology, comparing its dangers to the coronavirus and expecting governments to act.
Who pays. Fox News alone puts money on the page: House Democrats targeting bonus depreciation and opportunity zone tax breaks for AI data centres, "arguing Big Tech shouldn't get taxpayer subsidies."

Big Tech should not get taxpayer subsidies
Not settled. No report we hold names the South Korean minister, names a bill or its sponsors, or says what the two tax breaks cost. Nobody who works in a data centre, or lives beside one, is quoted anywhere in the eight.
This is an argument about two things at once: how fast governments should let frontier artificial intelligence be built, and who pays for the buildings it runs in.
How it got here. AI systems are trained and run in data centres — warehouses of computers that need land, electricity and very large amounts of capital. The build-out is financed partly through the US tax code. Bonus depreciation lets a company write off the cost of equipment immediately instead of spreading the deduction across the years the kit is used; opportunity zones, created by the US tax law of 2017, cut or defer tax on capital gains invested in designated low-income areas. Neither was written for AI. Both now apply to it, and Fox News ties them to what it calls Trump's latest tech push. Against that, executives in the US technology industry have themselves called for the pace of frontier AI to be curbed — the debate Anadolu Agency says South Korea's science ministry was answering.
Who is in it. South Korea's science ministry, because the country's economy runs on exported technology. The US Treasury, because the questions are tax and China. China, because it is the rival in the argument about who leads — a claim Bessent makes and no report we hold tests. The United Nations, whose secretary-general Guterres has held that office since 2017. Yoshua Bengio, a computer scientist who the Greek report says is among the strongest advocates of slowing the technology down. And House Democrats, who are contesting the subsidy rather than the speed.
What turns on it. If governments slow the build, the case made here is that a rival gets ahead. If they do not, the warnings carried here say control is lost. Separately, and whichever way that goes, the tax breaks are public money spent on private data centres.
Where it stands. Statements, not decisions: no bill named, no talks scheduled in anything we hold, no cost.

The bias in this coverageBias
Speed is a government's word, danger is a person's
Where a report carries the case for speed, the speaker is a state or a ministry — South Korea cannot afford to slow, the US remains the leader. Where it carries the case for caution, the speaker is an individual and the verb is softer: one fears, one is called the godfather of the technology and compared the risk to the coronavirus. Three of the eight reports put China in the frame.
8 reports we hold on the pace of AI3 reports where a government argues for speed3 reports putting China in the frame2 reports quoting a named individual warning
Who pays for the buildings
Seven of the eight reports argue about how fast to build; one asks who is paying for the sites, naming two tax breaks and the lawmakers contesting them. No report we hold gives a figure for what those breaks cost, or names a place where a data centre is going up.
7 reports about the pace of the technology1 reports about its tax bill0 reports giving a cost figure
Scored without the mastheads. Where the two passes differ, both are kept.

The only report that names money — bonus depreciation and opportunity zone breaks for AI data centres, and the House Democrats going after them.
House Democrats are moving to stop data centers from receiving lucrative federal tax breaks as the artificial intelligence (AI) boom accelerates their expansion nationwide. The moves puts Democrats at odds with President Donald Trump as he makes data center facilities central to his American AI agenda. The administration has sought to accelerate data center development and streamline permitting as the U.S. competes for dominance in the emerging tech industry. Reps. Kristen McDonald Rivet, D-Mich., and Don Davis, D-N.C., unveiled legislation Wednesday that would block data centers from tapping

The only report carrying Guterres: loss of control over AI could become an existential threat for humanity.
«Мы не можем позволить себе игнорировать высказанные опасения, особенно со стороны тех, кто находится на переднем крае разработки ИИ», — сказал он. Глава Всемирной организации добавил, что в то время, когда мир сталкивается с такими угрозами, международное сообщество «необходимо как никогда». Ранее британская газета The Guardian писала о том, что ИИ-агенты начали использовать собственные выражения, сокращения и метафоры при общении друг с другом. Этот сленг непонятен для человека. How a speaker is characterised: the UN chief is said to fear, rather than to warn or say — “Гутерриш боится, что потеря контроля над ИИ может стать экзистенциальной угрозой”
Hedged or flat: an existential threat carried, attributed to one official, with no counter-voice — “Развитие искусственного интеллекта нельзя игнорировать, так как потеря над этим процессом может стать для человечества экзистенциальной угрозой.”

The only report that asks what the public thinks it can do: whether you can stop AI by cutting off the electricity.

Reduces the whole question to two outcomes: China gets ahead, or we are saved from doomsday.
What the headline claims: the choice offered is China ahead or doomsday; no third option — “Will regulation let China get ahead, or save us from doomsday?”
Which frame is chosen: the whole question reduced to two outcomes, both about power, neither about cost — “Will regulation let China get ahead, or save us from doomsday?”
