Seoul says Kyiv broke confidentiality over North Korean prisoners; Kyiv's presidential office says 'there was no such agreement'
Ukraine sent two captured North Korean soldiers to South Korea. Seoul says Kyiv should not have said so publicly, Suspilne reports. Sources in Ukraine's presidential office say Kyiv never promised to keep quiet. We hold no Korean text that says what, if anything, was agreed.
The dispute. Suspilne's headline says Seoul called Kyiv's disclosure a breach of confidentiality. Sources in Ukraine's presidential office told Suspilne that "такої домовленості не було" ("there was no such agreement"). Censor.NET carries the same denial.
What set it off. Life.ru says Volodymyr Zelensky spoke at the UN General Assembly about the prisoners and their move to Seoul. It says South Korea's president, Lee Jae-myung, answered with a statement. Life.ru calls that statement "жёстким" ("harsh") in its own voice. It does not quote him.
Three reports, three leads.
| Report | Leads with | Carries Seoul's complaint? | Carries Kyiv's denial? |
|---|---|---|---|
| Suspilne | Seoul's complaint, then the denial | Yes, in the headline | Yes, from unnamed office sources |
| Censor.NET | The denial | No | Yes |
| Life.ru | Lee's reaction; the cost to Zelensky | Yes, as a "harsh" statement | No |
How the words differ. Life.ru puts Zelensky's term for the prisoners, "наёмники из Северной Кореи" ("mercenaries from North Korea"), in quotation marks. Its headline calls the row a "скандал" ("scandal") and asks what it will cost Zelensky.
What is not settled. - Whether a confidentiality agreement existed. No named official on either side is quoted. - What Lee Jae-myung actually said. None of the three reports quotes him. - When the two prisoners were moved, and on what terms. We hold no report that says.
What this is about. Ukraine handed two North Korean soldiers it had captured to South Korea. The two governments now disagree over whether Kyiv was allowed to say so in public.
How it got here. Russia seized Crimea and backed armed separatists in eastern Ukraine in 2014. In February 2022 it launched a full-scale invasion. Russia calls it a "special military operation". Ukraine and most Western governments call it a war of aggression. In August 2024 Ukrainian forces crossed into Russia's Kursk region. From late 2024, Ukrainian and South Korean intelligence said North Korea had sent troops to fight there for Russia. Moscow and Pyongyang acknowledged the deployment in 2025. In January 2025 Ukraine said it had captured two wounded North Korean soldiers in Kursk. Seoul said it would accept North Korean prisoners who asked to go to the South.
Who is involved, and why. - Ukraine holds the prisoners. It wants the world to see that North Korea is fighting in the war. - South Korea treats people from the North as its own citizens under its constitution. The 1950–53 Korean War ended in an armistice, not a peace treaty. Lee Jae-myung has been president since June 2025. - North Korea is Russia's ally. The two signed a mutual-defence treaty in June 2024. - Russia is the country Ukraine is fighting.
What is at stake. South Korea is a major arms producer, and Kyiv has courted it as a partner. A public row could cool that relationship. Seoul has its own reasons to handle arrivals from the North quietly: their safety, and the safety of the families they left behind. The case also tests how prisoners of war are handled when they cannot safely go home.
Where it stands. The reports we hold say the transfer has happened. Whether Kyiv made a promise of silence, and broke it, is disputed.
What is being argued about
- Whether Kyiv promised Seoul to keep the transfer quiet
- Lee Jae-myung's reaction to Zelensky's UN speech
- How the prisoners are described: soldiers, prisoners of war or 'mercenaries'
- What the row could cost Kyiv's ties with Seoul
