TASS says the EU 'approves' €6.6bn for Ukraine; three outlets say only the conditions were agreed
Seven reports on 25 September covered the same step on the EU fund that repays member states for weapons sent to Ukraine. They disagree on whether the money is released. Suspilne says the final unblocking is only hoped for, on 28 September.
What happened. EU member states reached agreement on €6.6bn for Ukraine from the European Peace Facility on 25 September. All seven reports we hold give the same sum. They differ on what was agreed.
Five descriptions of one step.
| Outlet | What its headline says was done |
|---|---|
| Ukrainska Pravda, Censor.NET, Vedomosti | conditions agreed |
| The Insider | states agreed to allocate the money |
| TASS | EU approves the allocation |
| RIA Novosti | funds unblocked |
| Suspilne | EU hopes to unblock the fund for good on 28 September |
The €900m figure. TASS says the EU foreign policy chief, Kaja Kallas, said €900m would go to the EU military training mission for Ukraine. RIA Novosti's headline cites the same Kallas remarks. No Ukrainian or European report we hold gives that figure.
What the fund does. Suspilne says it repays member states about 40% of the cost of weapons they send Ukraine from their own stocks.
What is not settled. - Whether any money has been released. Only Suspilne names a later date, 28 September, and it calls that a hope. - What the conditions are. No report we hold spells them out. - Who agreed. No report we hold says whether every member state signed on. - The €900m split. Only one account carries it.
What this is about. The European Union is deciding whether to release €6.6bn from a joint fund that helps pay for weapons its member states give Ukraine.
How it got here. Russia seized Crimea and backed armed separatists in eastern Ukraine in 2014. In February 2022 it launched a full-scale invasion. EU governments began sending Ukraine weapons from their own stocks within days.
The European Peace Facility was set up in 2021. It is a fund outside the EU's main budget, paid into by member states, for military and defence help to partner countries. After the invasion it became the main way the EU shares the cost of arming Ukraine. According to Suspilne, it repays member states about 40% of the cost of weapons they send from their own stocks.
Spending from the fund needs the agreement of every member state. That gives any one government a veto. The money has been held up for a long time, and the reports we hold do not say why, or what has now changed.
Who is involved. - The EU's 27 governments pay into the fund and must all agree to spend from it. - Kaja Kallas, the EU's foreign policy chief since December 2024, chairs the foreign ministers and speaks for the fund. - Ukraine receives the weapons and training the money pays for. - The EU Military Assistance Mission for Ukraine trains Ukrainian soldiers on EU soil. It was set up in late 2022.
What is at stake. If the money is released, governments that emptied their own stocks for Ukraine get part of the cost back, and may send more. If it stays blocked, they carry the full cost alone.
Where it stands. On 25 September member states agreed on the €6.6bn. The reports differ on whether that releases the money or only sets the terms. Suspilne says a final decision is hoped for on 28 September.
What is being argued about
- Whether the €6.6bn is released or only its conditions agreed
- A final unblocking hoped for on 28 September
- €900m for the EU training mission, a figure only TASS carries
- What the fund repays: about 40% of weapons sent from national stocks
