The Guardian says City were 'found guilty' of 114 charges; the Morning Star and The Independent say only reports claim it
Four British reports cover one reported verdict. One states Manchester City's guilt as fact. Three pin it on other reporting, and one of those puts it in the future tense. None quotes the Premier League or the commission confirming it. City's chair says 'nothing has changed'.
The claim. Reports on Friday 25 September said an independent commission had found Manchester City guilty on all but one of the 115 Premier League charges. The Morning Star names The Athletic as the source. We do not hold The Athletic's report.
How each report tells it.
| Report | Guilty? | Tense | League confirms? |
|---|---|---|---|
| The Guardian | Stated as fact, in headline and body | Past | Not addressed |
| Morning Star | "according to reports"; 'guilty' in quote marks | Past | "declined to comment" |
| The Independent (statement piece) | "reports claiming" | Future: "will be found guilty" | "no official word" |
| The Independent (headline) | 'found guilty' in quote marks | Past | — |
What is solid. City chair Khaldoon Al Mubarak wrote to supporters on the club's website. The Guardian and The Independent quote the same lines from that letter: "nothing has changed", and the club's "confidence and intent in proving the club's innocence is just as strong as when this began". The Independent quotes him saying the process "still has a long way to run".
What is NOT settled. - Whether a verdict has been issued at all. The Independent says "the process is still ongoing". - Whether City are appealing. Only the Morning Star says so, and only that City "are said to be appealing". - Sanctions. The Morning Star, citing The Athletic, says they are undecided. - The Premier League has not spoken in any report we hold.
What this is about. Whether Manchester City broke the Premier League's financial rules, and what happens to the club if it did.
How it got here. In 2008 Manchester City was bought by Sheikh Mansour bin Zayed Al Nahyan, a member of Abu Dhabi's ruling family. Heavy investment followed, and so did titles. Football's financial rules exist to stop owners spending beyond what a club earns. In 2020 UEFA, which runs European club competitions, banned City from its tournaments under its own rules. The Court of Arbitration for Sport overturned that ban the same year.
In February 2023 the Premier League charged City with more than 100 breaches of its rules, 115 counts in all. The charges cover how the club reported its finances and whether it cooperated with the league's investigation. City have always denied them.
Who is involved. - The Premier League brought the case. It runs the competition and also enforces its rules. - An independent commission hears the case. Under league rules, a disciplinary case like this goes to a panel that sits outside the league's own staff. Its rulings can be appealed. - Manchester City and its chair, Khaldoon Al Mubarak, who has led the club under its Abu Dhabi owners since 2008. The Independent quotes him saying he has been part of the club for 18 years.
What is at stake. A guilty finding could bring sanctions ranging from fines to points deductions. The Independent reports speculation that the Abu Dhabi ownership itself could be at risk. The case also tests whether the league can enforce its own rules against its richest clubs.
Where it stands. On 25 September, media reports said City had been found guilty on all but one charge. No report we hold carries a confirmation from the league. City say the process is confidential, still ongoing and far from over.
What is being argued about
- Whether a guilty verdict has been issued or only reported
- Khaldoon Al Mubarak's letter to supporters
- Whether City are appealing
- The Premier League's silence
