The Insider says EU ministers failed on Patriots 'for a second time in a month'; Suspilne says Patriot purchase plans were approved
Both accounts rest on what Kaja Kallas said after EU defence ministers met on 28 September. One says ministers agreed no new Patriot missiles. The other says they approved plans to buy them from future US production. The two describe different things, and each headline chose one.
The split. Three reports on one meeting each quote Kaja Kallas, the EU's foreign-policy chief. They carry two headlines.
| Outlet | Headline says | Figure given |
|---|---|---|
| The Insider | Ministers failed to decide on new Patriot deliveries, "for a second time in a month" | none |
| Suspilne (13:14) | EU countries did not agree on extra air-defence missiles for Ukraine | €6.6bn peace-fund split, €1bn for Ukraine |
| Suspilne (13:01) | Plans approved to buy Patriot missiles from future US production | €28.3bn of purchase plans under a loan for Ukraine |
Both can be true. The failure is about extra missiles now. The approval is about missiles not yet built. Suspilne ran both headlines 13 minutes apart.
What else Kallas said. Suspilne reports her saying the EU is preparing its largest sanctions list against Russia's arms industry. Ukrainska Pravda reports her saying the EU training mission for Ukrainian troops was extended by two years. One report carries each claim.
Moscow's account. RIA Novosti, a Russian state agency, headlines that an unnamed "West" mocked a "stunt" by Kallas and German Chancellor Friedrich Merz: "it smells of desperation". We hold only the headline and do not know what act it means.
Not settled. - How many Patriot missiles the plans cover, and when they would arrive. - How the €28.3bn and the €6.6bn relate. - Who, if anyone, blocked the extra missiles. - What the first failed attempt this month was.
What this is about. Whether the European Union will pay for more US-made Patriot missiles to defend Ukraine from Russian air attack.
How it got here. The war began in 2014, when Russia annexed Crimea and backed armed separatists in Ukraine's Donbas. In February 2022 Russia launched a full-scale invasion. Since then it has struck Ukrainian cities, power plants and the capital, Kyiv, with missiles and drones. That has made air defence one of Ukraine's most pressing needs. Patriot is an American system and one of the few that can intercept ballistic missiles. Ukraine has used it since 2023. Its interceptors are made in small numbers, and many countries want them.
Who is involved. The EU is not a military alliance, but it has paid for weapons for Ukraine since 2022. It does this through the European Peace Facility, a fund outside the EU budget created in 2021 to pay member states back for military aid. Its training mission, EUMAM Ukraine, has trained Ukrainian soldiers on EU soil since late 2022. EU defence ministers meet to agree this spending, and big decisions need all 27 governments. Kaja Kallas, a former Estonian prime minister, became the EU's High Representative for foreign and security policy in December 2024. She speaks for the ministers after they meet. The United States makes the missiles, so any European purchase depends on American production.
What is at stake. More interceptors means fewer Russian missiles get through to Ukrainian cities. Buying from future production means waiting. A deal on missiles now would get them there sooner.
Where it stands. Reports quoting Kallas on 28 September say two things. Ministers did not agree on extra missiles for now. They did approve purchase plans under a loan for Ukraine, and those plans include Patriot missiles from future US production.
What is being argued about
- Whether EU defence ministers agreed on more Patriot missiles for Ukraine
- €28.3bn of approved purchase plans, including Patriot missiles from future US production
- A €6.6bn European Peace Facility allocation, €1bn of it for Ukraine
- A new EU sanctions list aimed at Russia's arms industry
