The Jerusalem Post says the flydubai crew screener also consulted for flydubai; Haaretz says his second job is security for Israeli airlines

Two Israeli papers published nine minutes apart on 5 October about the Transportation Ministry official who screens foreign airline crews. They describe two different paid second jobs. Neither report carries a response from him or from the ministry.

Senior official responsible for overseeing aviation security holds second job abroad
Senior official responsible for overseeing aviation security holds second job abroad as published by Haaretz · seen at Haaretz

The disagreement. Two reports describe the same official and give different second jobs.

The Jerusalem Post Haaretz
The second job consulted for flydubai "aviation security officer for Israeli airlines abroad"
Names him no yes: Avraham Cohen
Source for the job headline credits an unnamed "report" none given
How he is employed outsourced contractor, "not a state employee", citing N12 "senior Transportation Ministry official"

Why the difference matters. In The Jerusalem Post's version, he screened the crews of an airline that also paid him. In Haaretz's version, Israeli airlines paid him and flydubai did not. Neither report says whether either job breaks a rule.

What each relies on. The Jerusalem Post credits both of its claims to other outlets. Haaretz gives its account without naming a source.

What is not settled - Which job is real. It could be one, the other or both. The accounts do not rule each other out, and neither confirms the other. - Whether he was a state employee. Only one report deals with this, and it relays N12. - His side and the ministry's. Neither report includes a response. - The original reporting. We do not hold the N12 report, or the report that The Jerusalem Post's headline cites.

What this is about. The question is whether the Israeli official who screens the crews of foreign airlines flying into Israel had a paid second job that compromised that role.

How it got here. Israel runs its own security checks on airlines flying into the country, foreign carriers included. The Transportation Ministry oversees part of that work. flydubai is a low-cost airline owned by the government of Dubai, in the United Arab Emirates. It started flying to Israel after Israel and the UAE normalised relations under the Abraham Accords, signed in September 2020. Many foreign airlines have suspended flights to Israel at various points since the war in Gaza that followed the Hamas-led attacks of 7 October 2023. That has made the airlines still flying, and the way they are vetted, more visible. The scrutiny of this official follows an incident on flydubai flight FZ1073. Neither report we hold describes that incident, so we do not set out here what happened.

Who is involved. - The official. Haaretz names him as Avraham Cohen. The Jerusalem Post does not name him. - The Transportation Ministry. Miri Regev, a Likud minister in Benjamin Netanyahu's government, has led it since December 2022. - flydubai. The foreign airline whose crews he vetted. - Israeli airlines. They post their own security officers at airports abroad.

What is at stake. If an airline he screened was paying him, that is a direct conflict of interest. If Israeli airlines were paying him, the question changes: is it a conflict to work for Israeli carriers while vetting the foreign airlines that compete with them? If he was a contractor and not a civil servant, there is a further question about how the ministry fills a security post.

Where it stands. Two reports, published on the morning of 5 October, describe two different second jobs. Neither carries a response from him or from the ministry.

What is being argued about

  • Whether the official's second job was with flydubai or with Israeli airlines
  • Whether he was a state employee or an outsourced contractor
  • Whether either job is a conflict of interest for the official who screens foreign crews
  • The missing responses from the official and the ministry
