Triple lock 'scrapped', say six reports; 'adjusted', said Burnham — and one speech is both 'revolutionary' and 'mixed-message'
Andy Burnham gave his first conference speech as prime minister. He promised a National Care Service, paid for partly by changing how the state pension rises. His own word for the change was "adjust". Most of the reports we hold wrote "scrap".
What he said. Burnham spoke to Labour's conference in Liverpool. He said that from April 2030 the state pension "will continue to rise every year at least by prices or 2.5 per cent" and "hold its value relative to earnings over time". His verb was "adjust". The Independent and the Morning Star both quote it.
What the reports wrote. Six of the nine news and analysis reports we hold on the pension change say "scrap", "end", "go" or "axe" in their own voice. Three of those six quote "adjust" a few lines later. The Independent's costing report says the government calls the new rule "still effectively a 'triple lock'".
Two verdicts, neither backed by a source.
| Report | Verdict | In whose voice |
|---|---|---|
| The Independent, analysis | "revolutionary" | the political editor's |
| Morning Star, news | "mixed-message", "falling short of sweeping change" | the reporter's |
| The Independent, comment | delivery "a revelation"; content "backward-looking rubbish" | John Rentoul's |
Who judged the pension change. One Independent report quotes seven voices from pension firms, the Institute for Fiscal Studies, an industry body and Age UK. Only the Morning Star quotes opponents: Unite's Sharon Graham ("morally wrong") and Jeremy Corbyn. No report quotes a pensioner.
Not settled. We do not know how "relative to earnings" will be measured, or by whom. We do not know what the care service covers or costs; the King's Fund calls it "a promise rather than a plan". The Independent's figure of £5,400 a year less after 20 years comes from its own modelling. The same report says top-up rises would likely shrink that gap.
This story is about the new British prime minister's first big speech to his party, and a change to how the state pension rises each year.
How it got here. Labour won the July 2024 general election under Keir Starmer. Andy Burnham had been Mayor of Greater Manchester since 2017 and was a health minister under Gordon Brown. He replaced Starmer as prime minister in July 2026, ABC News (Australia) reports. The Independent says he returned to Parliament at a by-election in Makerfield. An AP report carried by The Independent counts him as the seventh prime minister since the 2016 vote to leave the European Union.
The triple lock. The Conservative–Liberal Democrat coalition introduced the triple lock in 2010. Since then the state pension has risen each April by whichever is highest: price inflation, average earnings or 2.5%. Labour promised in 2024 to keep it for this parliament. Burnham says he will keep that promise, then change the rule from April 2030.
Social care. In England, councils run care for older and disabled people, and most of it is means-tested. The NHS, by contrast, is free to use. Boris Johnson promised in 2019 to "fix the crisis in social care once and for all", The Independent recalls. Burnham first proposed a free care service as health minister in 2009.
The actors. Labour holds a Commons majority. The Conservatives and Reform UK oppose it from the right. Unions and left-wing MPs oppose the pension change. ABC reports that this month the first ministers of Scotland, Wales and Northern Ireland signed a memorandum seeking a path to independence, or in Northern Ireland's case reunification with Ireland.
What is at stake. Pensioners' future income is being traded for free care. Burnham has also pledged to replace first-past-the-post voting and to bring Britain closer to the EU.
Where it stands. None of this is law. The care and voting pledges go into Labour's manifesto for the next election, due by 2029. Chancellor John Healey delivers the budget on 28 October.
What is being argued about
- Is the triple lock scrapped, or adjusted from April 2030?
- Revolutionary or mixed-message: two flat verdicts on one speech
- Who was asked about the pension change, and who was not
- A National Care Service with no plan yet for cost or coverage
