US says every Iranian airline stops flying on 23 September; Iran Air says no neighbour has told it to stop
US Treasury Secretary Scott Bessent told CNBC that all Iranian airlines stop on Wednesday. Iran Air says, via IRNA, that its flights to Istanbul, Baku and Najaf are still running. Two Iraqi government sources told AFP that flights to Iraq stopped on Tuesday. Nobody yet knows what changes in practice.
Washington's position. US Treasury Secretary Scott Bessent told CNBC on Monday that "all Iranian airlines will stop operating as of September 23", An-Nahar reports. He said anyone who refuels the planes, services them on landing or sells their tickets would be shut out of the dollar system.
Iran Air's position. Iran Air says its flights to Istanbul, Baku and Najaf are "continuing as scheduled", IRNA reports. An-Nahar carries the full statement: the airline says aviation authorities in Turkey, Azerbaijan and Iraq have sent it no notice to stop.
The neighbours. An-Nahar reports that Georgia has barred all Iranian flights since Monday, and that the private carrier Mahan stopped its Turkey flights because Ankara asked it to. The Media Line reports that Iraq's Badr bloc warned Baghdad against "US pressure to bar Iranian civilian flights". We hold only that report's headline.
| Route | Iran Air, via IRNA | Other accounts |
|---|---|---|
| Najaf | Running | Suspended from dawn Tuesday, say two Iraqi government sources to AFP (An-Nahar) |
| Istanbul | Running | Mahan stopped its Turkey flights at Ankara's request (An-Nahar) |
| Baku | Running | No other account held |
| Georgia | Not mentioned | All Iranian flights barred since Monday (An-Nahar) |
What is not settled - Whether flights to Najaf are running today. Iran Air says yes. The Iraqi sources say no. Neither account names a flight. - What changes on Wednesday. An-Nahar says "it is not yet clear", because Iran's aviation sector has been under sanctions for years. - We hold no statement from the governments in Baghdad, Ankara or Baku, and no account from a passenger.
What this is about. The United States is trying to stop Iran's airlines from flying abroad by threatening to punish any company, anywhere, that serves them.
How it got here. The United States has had sanctions on Iran since the 1979 revolution. It added more over Iran's nuclear programme. The 2015 nuclear deal lifted some of them. Washington left the deal in 2018 and brought the sanctions back. That included the listing of Iran Air, which had been removed under the deal. Mahan Air has been on the US list since 2011, over its links to the Revolutionary Guard. An-Nahar says Iran's aviation sector "has been under sanctions for years". According to An-Nahar, Iran closed its airspace completely soon after the US-Israeli war on Iran began in late February. Some flights came back as the fighting eased. Iranian carriers are the only airlines flying Iran's international routes. In early September, An-Nahar reports, President Donald Trump's administration put the whole of Iran's air transport sector under sanctions. It threatened penalties for anyone who works with those airlines.
Who is involved. - The US Treasury enforces the sanctions. Its main tool is the threat to cut a company off from the dollar. - Iran Air is the state flag carrier. Mahan is the largest private airline. An-Nahar says these two carry most of Iran's international flights, and that Iran has 27 airlines in all. - Iraq, Turkey, Azerbaijan and Georgia are neighbours with direct routes to Iran. Najaf is a Shia holy city in Iraq, and Iranian pilgrims travel there. - Badr is an Iraqi political and armed movement. It was founded in Iran in the 1980s and sits in Iraq's governing bloc.
What is at stake. If the neighbours comply, Iranians lose most of their direct flights abroad. If they refuse, they risk US penalties. For Baghdad, the choice sets Washington against allies of Tehran inside its own government.
Where it stands. The deadline is Wednesday 23 September. Georgia and Turkey have already acted against some Iranian flights. Whether Iraq has done the same is disputed.
What is being argued about
- Whether Iranian airlines stop flying on 23 September, as the US Treasury says
- Whether Iran Air's flights to Najaf, Istanbul and Baku are still running
- Iraqi government sources on a suspension from dawn Tuesday, against Iran Air's statement
- Iraq's Badr bloc warning Baghdad against US pressure
