Washington Post says the labour market is "more stable than a year ago"; The Independent says the bank was "divided" — and no report gives the new rate

The Federal Reserve raised its key interest rate on Wednesday. Three reports, three readings of what it means — and not one of them says by how much.

Why the Federal Reserve is lifting rates now, and what it means
Why the Federal Reserve is lifting rates now, and what it means as published by The Independent · seen at The Independent
Economy United States Saudi Arabia

All three agree on the fact. The Federal Reserve raised its key interest rate at Wednesday's decision. Not one of the three reports we hold says by how much, or where the rate now sits.

The case for it is one man's reading. The Washington Post's headline calls the labour market "more stable than a year ago, new data shows". Its own text sources that to Chair Kevin Warsh, who "highlighted the improved numbers in a speech about the board's decision". No measure and no period are named: unemployment, underemployment and wages are different figures.

Report What it leads with Whose account it is
The Washington Post the labour market is "more stable than a year ago" headline states it as data; the body sources it to Warsh
The Independent "a divided central bank was keeping its key interest rate unchanged", about six weeks earlier Warsh named as announcing; the split stated flat
Asharq Al-Awsat "Gulf Markets Hold Firm Despite Tensions, US Rate Hike" investors' reaction as the verdict; we hold no body text

Who is not here. None of the three quotes anyone who borrows at this rate or works in this labour market. None carries an economist or an official saying the bank moved too early or too late.

Not settled: the size of the rise and the level it reaches; which labour measure improved, over what period; how the board voted this time, after the split six weeks earlier; which Gulf index held firm, and over how long.

What this is about. The central bank of the United States has made borrowing more expensive, and the reports disagree over what justifies it.

How it got here. The Federal Reserve, created by Congress in 1913, sets the short-term interest rate that the rest of American credit is priced off: mortgages, credit cards, car loans and business borrowing all move with it over the following weeks and months. Congress gave the Fed two jobs at once — the highest employment it can manage, and stable prices — and the two pull against each other. Raising the rate cools demand and is meant to hold prices down; it does that by making everything people borrow for cost more. The committee that sets the rate meets roughly every six weeks. The Independent reports that at the previous decision, about six weeks before this one, a divided central bank left the rate unchanged. Wednesday's meeting ended that hold.

Who is in it. Kevin Warsh chairs the Fed and, in all three reports, is the voice explaining what it did. Behind him is a board The Independent describes as divided at its last decision. Beyond Washington are the people the rate is charged to — mortgage holders, card borrowers, small firms — none of whom appears in the reporting. Beyond them are the Gulf states: most Gulf currencies are pegged to the US dollar, so their central banks generally track the Fed's moves, which is why a decision taken in Washington is a domestic story in Riyadh.

What is at stake. If the labour market really can take a rise, the Fed slows prices at a cost it judges bearable. If it cannot, the bank has put up the price of every loan into a jobs market weaker than the numbers its chair chose to highlight. Which measure you look at is the argument about who pays.

Where it stands. The rate is up. Nothing we hold says by how much.

What is being argued about

  • Whether the labour market justifies the rise — and which measure that claim rests on
  • That no report we hold gives the size of the increase or the new level of the rate
  • Gulf market reaction offered as the verdict on a Washington decision
  • Who is quoted about a rate rise, and who is not

The bias in this coverageBias

Nobody says which labour figure improved

All three reports we hold treat the rise as done, and none names the new level of the rate. One calls the labour data "the improved numbers" without naming the measure or the period, and sources that reading to the chair who voted to raise. No mortgage holder, borrower, union or unemployed worker is quoted in any of the three.

3 reports we hold on the decision 0 reports naming which labour measure improved 0 reports giving the new level of the rate 0 reports quoting anyone outside the central bank or the markets

The market as the verdict

One report we hold judges the rise by whether Gulf markets held firm, which is a reading of investors' reaction rather than of the policy. Two reports frame the decision through the chair's own account of it. None of the three carries a voice saying the bank moved too early or too late.

1 reports leading on the market reaction 2 reports built on the chair's account 0 reports carrying a dissenting economist or official
Scored without the mastheads. Where the two passes differ, both are kept.

unverified The US labour market is more stable than it was a year ago.
The Washington Post alone makes the claim, and attributes the reading to Fed Chair Kevin Warsh, who highlighted the improved numbers in his speech on the decision — the assessment of the official who voted for the rise. Neither The Independent nor Asharq Al-Awsat carries labour-market data, so we hold nothing against which to test it, and no report we hold says which measure improved.

The only report on market reaction — Gulf markets holding firm — though we hold the headline alone, with no index, period or figure behind it.
Most Gulf stock markets advanced on Thursday despite mounting geopolitical tensions, as investors weighed the fallout from the US Federal Reserve’s first interest-rate hike in more than three years. Most Gulf Cooperation Council central banks raised their key rates after the Fed lifted rates by 25 basis points on Wednesday. Most Gulf currencies are pegged to the US dollar, except the Kuwaiti dinar, which is tied to a dollar-dominated currency basket. Gulf monetary policy therefore tends to track the Fed’s moves. The Saudi Central Bank, known as SAMA, raised its repo and reverse repo rates by 2
