ABC says Russia reported cyberattacks 'across the country'; RTÉ says only Moscow's electronic voting was hit
Russian authorities say their parliamentary election was hit by cyberattacks. Three outlets carry the claim. They disagree on where the attacks hit, and none names an attacker.
What Russia says. Russian authorities say cyberattacks hit the voting system during a three-day parliamentary election. ABC News (Australia), RTÉ News and The Independent all report this as Russia's claim. None names an attacker. None says it has checked the claim.
Where the attacks hit. The reports do not agree.
| Outlet | Where the attacks hit | Verb for Russia's account |
|---|---|---|
| ABC News (Australia) | "voting systems and communication lines across the country" | "have reported" |
| RTÉ News | "its electronic voting system in Moscow", "overnight" | "has said" |
| The Independent | "election voting system", no place given | "claims" |
How the vote is described. RTÉ calls the elections "tightly-controlled" in its own voice. An earlier RTÉ report says: "The outcome of the vote is not in doubt." ABC says Russians "head to the polls", with no qualifier.
The war beside it. The Independent's headline says Russia made the claim "after repelling drone strike". It reports that Russian strikes on Ukraine killed five people and injured fifteen. It does not name them. No other report we hold gives those figures.
What is not settled. - Whether the attacks hit Moscow alone or the whole country. - Who carried them out. No report says. - Whether any vote was lost or changed. No report says. - Whether anyone outside the Russian authorities has confirmed the attacks. No report we hold says so.
What this is about. Russia is electing its parliament while it is at war with Ukraine. Its authorities say the vote was attacked online.
How it got here. Russia's lower house of parliament, the State Duma, has 450 seats. It is elected every five years. The last election was in September 2021. Vladimir Putin has led Russia as president or prime minister since 1999. The party that backs him, United Russia, has held a majority in the Duma for most of that time. Russia annexed Crimea from Ukraine in 2014. In February 2022 it launched a full-scale invasion of Ukraine, and the war has not stopped since. RTÉ News says this is the first federal parliamentary election since that invasion. Since 2022 Russia has passed laws that punish criticism of the army. Leading opponents have been jailed, forced into exile or barred from standing. Alexei Navalny, the best-known opposition leader, died in an Arctic prison in February 2024. Moscow lets voters cast their ballots online. Critics say such systems are hard to check from outside. The authorities say they are secure.
The actors. - The Russian authorities run the election and made the cyberattack claim. - Ukraine is at war with Russia. The Independent puts the claim next to a drone strike that Russia says it repelled. - The attacker, if there was one, is not named in any report we hold.
What is at stake. Not the result: RTÉ says it "is not in doubt". What is at stake is whether a claim about the integrity of a national vote is accepted on the word of the people running it. If the attacks happened, no report says what they hit or whether any vote was affected. If they did not happen, the claim still stands unchecked.
Where it stands. On 19 September 2026 the vote was in its second day. No report we hold confirms the attacks independently.
What is being argued about
- Whether the reported cyberattacks hit Moscow's electronic voting or systems across Russia
- That no report names an attacker or confirms the attacks beyond Russia's word
- How outlets describe the election: 'tightly-controlled', 'not in doubt', or with no qualifier
- The Independent's link to the war: a drone strike Russia says it repelled, and Russian strikes that killed five in Ukraine
