AfD's Rausch takes the Saxony-Anhalt chair: Der Freitag says 'a right-wing extremist', Kubicki says 'the right decision'

Tobias Rausch is the first AfD politician to preside over a German state parliament. Five reports agree on that. They split on what to call him, and on who gave him the votes the AfD did not hold.

What happened. On 6 October the newly elected Landtag of Saxony-Anhalt chose Tobias Rausch of the AfD as its president, NOS reports. Der Freitag and NOS both say it is the first time an AfD politician has held the post in any state.

What to call him. Five reports take three approaches:

NOS also carries Die Linke, the SPD and the Greens saying he is the first far-right parliament president in Germany 'since Hermann Göring'. NOS reports that AfD leader Ulrich Siegmund called it 'a historic day'.

Who voted for him. Der Standard says four members more than expected voted for Rausch. NOS names the BSW's five votes and four more, 'presumably' from the CDU. Neither report shows who cast them.

What is not settled. - Who cast the four extra votes. NOS writes 'presumably'. No report names anyone. - Whether Rausch himself is an extremist. NOS calls him moderate but does not say who thinks so. - Whether the AfD can form a government. NOS reports Siegmund saying talks are under way to elect him premier in December.

What this is about. A party that won a state election in eastern Germany, and that the domestic intelligence service has classed as extremist there, now chairs that state's parliament. It is the first time the AfD has done so anywhere in the country.

How it got here. Germany is a federation of 16 states, or Länder. Each has its own parliament (Landtag) and government. Saxony-Anhalt is one of the five states formed from the former East Germany at reunification in 1990. The Alternative for Germany (AfD) was founded in 2013 as a party against euro-zone bailouts. From 2015 it turned its focus to migration. It has been strongest in the eastern states. Germany's other parties have long kept a 'Brandmauer', or firewall: an agreement not to cooperate with the AfD in any way. NOS reports that the domestic intelligence service has classed the AfD in Saxony-Anhalt as extremist. According to NOS, the AfD won last month's state election with almost 44 percent.

The actors. - The AfD, led in the state by Ulrich Siegmund, who wants to become premier. - The CDU, the centre-right party of the current premier, Schulze. NOS says it rejects a non-party premier and will sit in 'constructive' opposition. - The BSW, a small populist party with five votes. NOS says it is open to working with the AfD. - Die Linke, the SPD and the Greens, the left-wing opposition.

What is at stake. Der Freitag reports that the Landtag president chairs sittings and can call members to order or exclude them. NOS reports that the president also decides who may enter the parliament. Beyond the chair, the vote tests whether the firewall holds when the AfD needs votes to govern.

Where it stands. Rausch is in office. No premier has been elected. The left-wing parties suspect the AfD of misusing parliamentary money in its campaign. NOS reports lawyers saying the fairness of the election may need examining.
