An-Nahar says Bessent 'affirmed' Iran's airlines stop on 23 September; Tehran's Shargh says he 'claimed' it
The US Treasury secretary says every Iranian airline will stop flying worldwide on Wednesday because no one will dare refuel or ticket their planes. Two Lebanese outlets carry that close to fact. One Tehran paper calls it a claim. No report we hold has an answer from Iran's airlines, Iran's government or China.
What was said. US Treasury Secretary Scott Bessent said on Monday that all Iranian airlines will stop operating from 23 September, An-Nahar reports, citing an interview with CNBC. The lever is secondary sanctions. An airport that refuels an Iranian plane, gives it landing services or sells its tickets will be "excluded from the dollar-based financial system", An-Nahar quotes him.
How it was carried. Five reports from three outlets carry one statement, with three different verbs.
| Outlet | Verb for Bessent | How the shutdown reads |
|---|---|---|
| An-Nahar (Beirut) | "affirmed" (أكد) | as settled |
| LBCI (Beirut), 3 reports | "announced" (أعلن), or no verb in the headline | a future fact in his voice |
| Shargh (Tehran) | "claimed" (مدعی شد) | as his claim |
Shargh's own headline is flatter than its text: activity "will stop in two days".
China. Bessent spoke after talks on Sunday with Chinese Vice-Premier He Lifeng. He said Chinese officials are "heavily engaged" in the US pressure campaign, An-Nahar and LBCI report. An-Nahar adds that he described "positive discussions" on compliance with central bank governor Pan Gongsheng.
What is not settled - Whether any Iranian airline actually stops. It is a forecast by one US official. - What Iran's airlines or government say. No report we hold quotes them. - What Beijing says. China's role comes only from Bessent. - Which airports will comply. None is named.
What this is about. The United States is trying to ground Iran's airlines abroad by threatening anyone who serves them, and says China is helping.
How it got here. In 2015 Iran agreed with six world powers to limit its nuclear programme in exchange for sanctions relief. In May 2018 the first Trump administration left that deal and reimposed US sanctions. From 2019 Iran expanded its uranium enrichment. Washington has sanctioned Iranian carriers for years: Mahan Air has been on the US list since 2011 over its links to the Revolutionary Guard, and Iran Air was listed again in 2018. In June 2025 Israel, and then the United States, struck Iranian nuclear sites. In late September 2025 UN sanctions on Iran returned after Britain, France and Germany invoked the deal's 'snapback' clause.
How the pressure works. US sanctions bind Americans directly. "Secondary" sanctions reach foreigners: a bank, fuel supplier or airport abroad that deals with a listed party risks losing access to the US dollar system. Much of world trade is settled in dollars, so the threat travels far.
The actors. - Scott Bessent, US Treasury secretary since January 2025. His department runs US sanctions. - Iran's airlines, state-owned and private, which depend on foreign airports for fuel and landing services on every route abroad. - China, Iran's largest oil customer, and a country Washington is negotiating with on trade. He Lifeng leads China's side in those talks. - Airports and service firms in other countries, who carry the risk of penalties.
What is at stake. If airports comply, Iranians lose direct flights abroad. If they do not, Washington's threat is tested in public. China's part matters because Chinese banks and buyers are among Iran's main outlets to the world economy.
Where it stands. One official has set a date two days away. In the reports we hold, no airline, airport or government outside Washington has been heard.

What is being argued about
- Bessent says all Iranian airlines stop flying abroad from 23 September
- The lever: airports and firms that refuel, land or ticket Iranian planes risk losing dollar access
- Bessent says Chinese officials are 'heavily engaged'; no Chinese account in the reports we hold
- One Tehran paper calls it a claim; two Beirut outlets carry it close to fact
