Aptar's Vladimir plant handed over: Life.ru names a dairy firm, The Insider names a company it says Kadyrov's nephew owns
The Insider and Life.ru both report that President Vladimir Putin put Aptar's packaging plant in Vladimir under outside management. They name different firms as the new manager. Only The Insider links the plant to Chechnya's ruling family, and we hold nothing that shows whether the two firms are connected.

What this is about. The Russian state has taken control of a factory in Vladimir, east of Moscow, that belongs to Aptar, a Western packaging maker. It is one more case of foreign-owned businesses passing into other hands inside Russia.
How it got here. Russia began its full-scale invasion of Ukraine in February 2022. The war itself began in 2014. After the invasion, the United States, the European Union and others imposed sanctions and froze Russian state assets held abroad. Hundreds of Western companies said they would leave Russia. Moscow made that slow and costly: exits needed government approval, and sales had to be made at steep discounts.
In April 2023 Putin signed a decree letting the state put the Russian assets of companies from "unfriendly" countries under "temporary management". Officials called it a reply to Western seizures of Russian property. Under it the owner keeps its legal title but loses control. The first well-known cases came in July 2023: the Russian arms of Danone, the French food group, and of Carlsberg, the Danish brewer. Danone's business was handed to Yakub Zakriev, a Chechen government minister widely reported to be related to Ramzan Kadyrov.
Who is involved. Putin signs the orders. Aptar owns the plant. Kadyrov has led Chechnya, a republic in Russia's North Caucasus, since 2007 and is a close ally of the Kremlin. The firms named as new managers are H&N and a company tied to Logika moloka, a dairy business.
What is at stake. Who ends up running seized plants shows who gains from the West's exit. For foreign owners, temporary management often comes before a forced sale. For Russia, it is leverage in the fight over frozen assets.
Where it stands. The order is signed. Who runs the plant, and who owns that firm, are what the reports disagree about.
