Brussels Signal says the speech was about the budget; Observador says the budget "was barely mentioned"

Seven reports on one hour in Strasbourg. Two give opposite accounts of what Ursula von der Leyen put at the centre of it, and neither quotes a sentence she said.

Von der Leyen ties her State of the Union agenda to fresh EU revenue
Von der Leyen ties her State of the Union agenda to fresh EU revenue as published by Brussels Signal · seen at Brussels Signal
Europe European Union

The disagreement. Brussels Signal reports that von der Leyen "linked her State of the Union agenda to a need for fresh EU revenue, emphasizing the importance of an ambitious long-term budget for 2028-2034". Observador, 38 minutes later, reports the opposite: "o orçamento que se aproxima mal foi referido" — the approaching budget was barely mentioned — crowded out by AI warnings and long praise for Canada.

Outlet What it says the speech was about Whose words
Brussels Signal Fresh EU revenue, and an ambitious 2028-2034 budget Stated flat, no quote
Observador The budget barely raised; AI warnings and Canada instead Stated flat, no quote
Rzeczpospolita A Polish-Finnish satellite firm, "a symbol of European success"; new steps on AI; less dependence on China Given as hers
Politico Europe "Promises vs. reality", and "what was said — and not said" Two of its own journalists

What the numbers say. 1 of 7 reports makes the budget the speech's main theme. 1 of 7 says it was barely raised. 2 of 7 are built around what she left out rather than what she said. No report we hold quotes a full sentence of the speech; the only quoted words are three in a Polish headline.

Not settled. Whether the 2028-2034 budget was central or absent. Whether Iceye was named — one report says so, none contradicts it, and one account is not corroboration. We hold no transcript, so we cannot referee this from the text.

Every September the president of the European Commission goes to the European Parliament in Strasbourg and sets out the year's agenda. It is the nearest thing the European Union has to a leader's annual address, and what it puts first usually becomes what the Commission proposes next. Ursula von der Leyen gave the 2026 speech on 16 September. Hanging over it is the Union's next long-term budget, for 2028 to 2034 — the seven-year spending plan that member states, the Parliament and the Commission are now fighting over, and which the Commission wants partly funded by new revenue raised at Union level rather than by national contributions. Whether she opened that fight in the speech, or stepped around it, is what the reports we hold cannot agree on.

What is being argued about

  • What von der Leyen put at the centre of the 2026 State of the Union speech
  • The 2028-2034 long-term EU budget and new Union-level revenue
  • New action on artificial intelligence and reducing dependence on China
  • How little of the speech itself the reports carry

Brussels Signal"linked her State of the Union agenda to a need for fresh EU revenue, emphasizing the importance of an ambitious long-term budget for 2028-2034"No — stated in the outlet's own voice, no quote from the speech
Observador"O orçamento que se aproxima mal foi referido, em detrimento dos alertas sobre IA e os longos elogios ao Canadá" — the approaching budget was barely mentionedNo — stated in the outlet's own voice, no quote from the speech
Rzeczpospolita"Symbol europejskiego sukcesu" — she named the Polish-Finnish firm Iceye, announced new action on AI and less dependence on ChinaNo — those three quoted words are the only words of the speech we hold
Politico Europe"Everything you need to know about what was said — and not said"; a first take on "the push for a more independent Europe — from competitiveness to AI, climate, defense and Ukraine"No — the verdict is given by two of the outlet's own journalists

The bias in this coverageBias

Two reports, opposite accounts of the same hour

One report says von der Leyen tied her whole agenda to new EU revenue and an ambitious 2028-2034 budget. Another says the coming budget was barely mentioned at all, crowded out by AI warnings and praise for Canada. Both were published within 40 minutes of each other, and neither quotes a line of the speech.

7 reports we hold on the speech 1 reports leading on the budget 1 reports saying the budget was barely raised 0 reports quoting a sentence of the speech

Each report chose a different subject for the same speech

The leads are fresh revenue, AI warnings, Canada, a Polish-Finnish satellite firm and dependence on China. Two reports frame themselves around the omissions rather than the content — what was "not said", or promises against reality. Nothing in what we hold sets the versions against each other.

5 different subjects taken as the lead 2 reports built around what was left out 1 reports leading on a company from one member state
Scored without the mastheads. Where the two passes differ, both are kept.

The only report that says the coming budget was barely raised, and names what took the room instead — AI warnings and long praise for Canada.
Contested measure: Says the coming budget was barely mentioned — the opposite of the report that leads on it — “O orçamento que se aproxima mal foi referido”
Unattributed characterisation: The Canada passage is judged as excessive praise in the reporter's own voice — “os longos elogios ao Canadá”
Omission asserted flat: states in its own voice that the budget was barely raised — the opposite reading to the report that leads on it — “O orçamento que se aproxima mal foi referido, em detrimento dos alertas sobre IA e os longos elogios ao Canadá.”
