Censor.NET and Espreso lead on October sanctions against Russia's missile makers; Ukrainska Pravda leads on Zelensky's call to apply the Graham tariff law
Three Ukrainian outlets reported one Telegram post by President Volodymyr Zelensky on 27 September. Two led on new sanctions against Russian "financial chains" and ballistic-missile makers, due in October. One led on his appeal to Washington to use a law that pairs sanctions with tariffs. None says what that law does.
One post, three leads. All three reports rest on one Telegram post by President Volodymyr Zelensky. None quotes the US, Russia or the partners he says are drafting the sanctions. For Censor.NET and Ukrainska Pravda we hold only the opening line.
| Outlet | Leads with | Graham law | The attack |
|---|---|---|---|
| Censor.NET | October sanctions on "financial chains" and ballistic-missile makers | not in what we hold | not in what we hold |
| Ukrainska Pravda | Appeal to the US to implement the "Graham law" | Zelensky asks the US to implement it | not in what we hold |
| Espreso TV | October sanctions, "first of all" on ballistic production | "already at the stage of application", in Zelensky's words | 277 strike drones, no counter named |
Whose words. Ukrainska Pravda's headline puts "Russia manipulates diplomacy" after a colon with no speaker. Its lede gives "Russia's manipulation" as the reason, in its own voice. Espreso TV keeps the same charge inside Zelensky's quotes.
The trade angle. Only Espreso TV quotes Zelensky calling on the G7 and G20 to raise pressure. No report says whom the law would tariff, or at what rate.
What is not settled - Whether the sanctions start in October. Only Zelensky says so. - Whether the US is applying the law. Espreso TV quotes Zelensky saying it is, and also that it still "must be implemented". - How many people died in the attack. Espreso TV says there are dead and "dozens" injured. No report gives a number.
What this is about. Ukraine wants its allies to punish Russia's war economy harder, and to make the countries that trade with Russia pay a price too.
How it got here. Russia annexed Crimea in 2014 and backed armed separatists in eastern Ukraine. On 24 February 2022 it launched a full-scale invasion. The United States, the European Union, the United Kingdom and the rest of the G7 answered with sanctions. They froze Russian central-bank reserves, cut banks off from payment systems, banned exports of military-use technology and capped the price of Russian oil.
Russia kept fighting and kept producing missiles and drones. Western governments say it does this partly by buying components through third countries. So newer sanctions go after supply routes and the banks that pay for them, not only Russia itself. The packages Zelensky describes fit that pattern: "financial chains", suppliers of parts and equipment, and named firms and people.
The Graham law. Lindsey Graham is a Republican senator from South Carolina. He sponsored a measure in 2025 that pairs sanctions on Russia with tariffs on countries that keep buying Russian energy. That is what makes this a trade story. The cost would fall on Russia's customers, and through them on the prices their own households and firms pay. We hold no report on the law's current status or its exact terms.
The actors. Ukraine is asking for the pressure. Russia is the target; Zelensky says it sends hopeful signals to delay tougher steps, and we hold no Russian response. The United States would decide on tariffs. The G7 groups seven large industrial democracies. The G20 is wider and includes Russia itself, as well as some of its biggest customers.
What is at stake. If tariffs are applied to Russia's buyers, trade flows and prices shift well beyond Europe, and those countries may retaliate. If not, Kyiv argues, Russia keeps buying time.
Where it stands. On 27 September Russia struck Kyiv and the Kyiv, Zaporizhzhia and Odesa regions, Espreso TV reports. Zelensky posted that evening.

What is being argued about
- New sanctions on Russian finance and missile supply chains, due in October according to Zelensky
- Senator Lindsey Graham's law pairing sanctions with tariffs on Russia's trading partners
- Whether Russia is using diplomatic signals to delay Western pressure
- The 27 September attack, given in drones but not in dead
