Censor.NET: "plan A, B and C". Obozrevatel: "it is impossible to protect everything". One briefing.
Four reports carry the same remarks by Ukraine's prime minister on the coming winter. Two headline what cannot be defended, one the plans, one the economy. Not one of them gives a number.
One briefing. On 12 September Ukraine's prime minister, Serhii Koretsky, spoke about the coming winter and the power grid. Four reports carry those remarks. All four quote him and nobody else.
Two sentences, four front pages. He said Ukraine is better prepared than last winter. He also said not everything can be protected. Which half reaches the reader first depends on the outlet.
| Outlet | Headline leads on | First line leads on |
|---|---|---|
| Censor.NET | "We have a plan A, B and C" | lessons learned, "substantially more" ready |
| Obozrevatel | "it is impossible to protect everything" | Ukraine is "much better prepared" than last year |
| Life.ru | a hard winter, risks to the grid | the authorities "will not be able" to protect energy sites |
| Reuters | Russian attacks hitting the economy | headline only, no body text held |
Naming. Life.ru calls Ukraine "Nezalezhnaya", a mocking epithet, in the same clause as the prime minister's name. It also states the failure to protect, then attributes it in the next sentence.
Not settled. How much better prepared, and measured how. No report carries a figure: no repaired capacity, no hours without power, no count of homes. "Better than last year" is his comparison, and none of the four defines it. What plans B and C contain is in two headlines and in no text we hold. Whether the economic damage Reuters headlines came out of this briefing, we cannot say.
What this is about: how Ukraine plans to keep power and heat running through a winter of war, while Russia keeps attacking its energy system.
How it got here
- 2014. Russia annexed Crimea. Fighting began in Ukraine's east.
- 24 February 2022. Russia launched a full-scale invasion of Ukraine. The war has not stopped since.
- March 2022. Russian forces took the Zaporizhzhia nuclear plant, Europe's largest. They still hold it. That same month, Ukraine connected its grid to continental Europe's, so it can import electricity from EU neighbours.
- October 2022 onward. Russia began striking power stations, substations and transmission lines across Ukraine with missiles and drones. Every winter since has brought rolling blackouts. Hospitals, water pumps, heating and factories all depend on the grid.
Who is involved, and why
- Ukraine's government. It runs the energy system and must keep it working. The prime minister heads the cabinet, which is responsible for energy and the economy.
- Russia. It carries out the strikes. Moscow says it hits targets that serve Ukraine's military. Ukraine and its Western backers say the strikes aim at civilians. That dispute is not settled.
- Ukraine's allies, chiefly the EU and its members. They send air defence, generators and repair equipment, and they sell Ukraine power across the border.
- Households and businesses. They go without light, heat and water when a strike lands.
What is at stake
Winter is when demand peaks and damage hurts most. If the grid holds, homes stay warm and factories keep running. If it fails, people go without heat in freezing weather, and output, wages and tax revenue fall. The Reuters headline puts that link plainly: Russian attacks are hitting the economy. Each blackout also costs a state that is paying for a war.
Where it stands
On 12 September Prime Minister Serhii Koretsky said Ukraine is better prepared than last winter. He also said not every energy site can be protected. The reports we hold give no figure for the grid's condition, the repairs made or the power reserves. How ready Ukraine is cannot be measured from what we hold.
What is being argued about
- Which half of one briefing each outlet put in its headline
- Whether Ukraine's grid is better protected than last winter, and how anyone would know
- What the prime minister's plans B and C actually contain
- Who is named as attacking, and who is named as going without heat
