Censor.NET says Lithuania voted to allow nuclear weapons; Life.ru says the ban also covers foreign bases and the vote is not final
Lithuania's parliament, the Seimas, backed lifting a ban in its constitution at a first reading on 6 October. Two reports describe that ban differently. They also name different Russian bodies as the ones issuing a warning.
The vote. Censor.NET and Life.ru both report that the Seimas backed repealing the ban at a first reading. Neither report gives the number of votes.
What the ban covers. The two reports disagree.
| Censor.NET (Ukraine) | Life.ru (Russia) | |
|---|---|---|
| What the ban covers | "nuclear weapons" | "weapons of mass destruction and foreign military bases" |
| Stage of the vote | first reading | preliminary; final decision "in three months" |
| Who in Russia spoke | "the Kremlin" | a member of the State Duma |
| Russian words quoted | "will be forced to take all necessary measures" | "We will respond" |
Headline against body. Life.ru's headline refers to Lithuania's "plans to deploy nuclear weapons". Its own text describes only a vote to remove a ban. Neither report says any deployment is planned or that any weapons have been offered.
Verbs. Censor.NET writes that the Kremlin "threatened" Vilnius. It does not use a neutral verb such as "said".
US troops. RIA Novosti, a Russian state outlet, ran a headline the same afternoon. It says Lithuania's defence ministry was told to prepare for a permanent US deployment. We hold only that headline. It does not say who gave the order.
What is not settled - The Kremlin wording rests on one report, and we hold only its first paragraph. - We do not hold the vote count or the Seimas's own statement. - No report says what Russia's "measures" would be.
What this is about. Lithuania's parliament has taken a first step towards removing a line in its constitution. The line bars weapons of mass destruction and foreign military bases from Lithuanian soil.
How it got here. Lithuania was part of the Soviet Union until it declared independence in 1990. Its 1992 constitution wrote in the ban, partly so the country would never again host a foreign army. It joined NATO and the EU in 2004. Allied troops have rotated through it since then.
Russia annexed Crimea and backed the war in eastern Ukraine in 2014. It launched its full-scale invasion of Ukraine in February 2022. Since then Lithuania has been among Kyiv's firmest backers and has pressed NATO to put more troops on its eastern flank. In 2023 Russia announced it had placed tactical nuclear weapons in Belarus, which borders Lithuania to the east.
Who is involved. - Lithuania borders Kaliningrad, a Russian exclave on the Baltic. Kaliningrad is home to Russia's Baltic Fleet and is cut off from the rest of Russia. - Russia treats foreign forces near Kaliningrad as a threat to that territory. - The United States leads NATO's nuclear deterrent and supplies some of the rotating troops.
What is at stake. While the ban stands, Lithuania cannot formally host a permanent foreign base or allied nuclear weapons. Lifting it would not deploy anything. It would make it possible to agree a deployment later. Keeping the ban would leave the country relying on rotating forces.
Where it stands. Changing Lithuania's constitution takes two votes at least three months apart, each with a two-thirds majority. The vote reported today was the first of those two. Life.ru says the final decision is due in three months.
What is being argued about
- Whether the ban covers only nuclear weapons, or also foreign military bases
- Whether the vote is final or only a first step
- Which Russian body warned Lithuania: the Kremlin or the State Duma
- A separate order to prepare for permanent US troops
