Censor.NET says more than 500 locomotives 'damaged or destroyed'; Ukrainska Pravda says 500 'destroyed'
Two Ukrainian outlets report Foreign Minister Andrii Sybiha's appeal for new locomotives with the same figure. Only one says what the figure counts.
What Sybiha asked for. Two Ukrainian outlets reported on 15 September that Foreign Minister Andrii Sybiha has asked partners to help Ukraine quickly replace locomotives hit by Russian strikes. Both give the same figure: more than 500. They do not say it counts the same thing.
Where the accounts differ.
| Censor.NET | Ukrainska Pravda | |
|---|---|---|
| Word used | "damaged or completely destroyed" | "destroyed" in the text, "hit" in the headline |
| Period | since the full-scale invasion began | none given |
| Share in 2026 | "more than half" | not given |
| Whose voice | states the count itself and names Sybiha only for the appeal | "Sybiha said" |
Why the word matters. Damaged and destroyed are different losses. Ukrainska Pravda's text makes the bigger claim, "more than 500 destroyed locomotives". It credits that claim to the minister. Its own headline uses the looser word "hit" and drops "more than".
Whose number it is. Both reports carry only the Ukrainian government's figure. We hold no Russian report on it and no independent count. We hold only the opening lines of each report.
What is not settled. - How many of the 500 were destroyed and how many damaged. Neither report splits them. - Whether "more than half in 2026" is Sybiha's figure or Censor.NET's own. The report does not say. - Which partners were asked, and whether any has answered. - Any count from anyone other than Kyiv.
What this is about. Russian strikes are wearing down the locomotives that pull Ukraine's trains. Ukraine's government is asking foreign partners for replacements.
How it got here. - 2014. The war began when Russia annexed Crimea and backed armed separatists in the eastern Donbas region. - February 2022. Russia launched a full-scale invasion. Ukraine's air routes closed, and its seaports were blockaded for long periods. The railway became the country's main way to move people and goods. - Since then. Strikes on rail lines, stations and trains have become a regular part of the war. Ukraine's foreign minister, Andrii Sybiha, calls the attacks "systematic", according to Ukrainska Pravda. He says Russia is trying to break logistics across the whole country. We hold no Russian account of why these targets are chosen. - 13 and 15 September 2026. Ukrainska Pravda reports two strikes near the Polish border in the past week. On 13 September a drone hit the locomotive of a passenger train. The state rail company, Ukrzaliznytsia, suggested the target may have been a train carrying diplomats and politicians. On 15 September a strike in Volyn region hit another locomotive, Sybiha said.
Who is involved. - Ukrzaliznytsia, the state railway. It runs the trains and owns the locomotives. - Russia, whose strikes are hitting the rolling stock. - Sybiha, Ukraine's foreign minister since September 2024. He is making the appeal because the locomotives would have to come from abroad. - Ukraine's partners, mostly European governments. They are being asked for locomotives and for money to buy them.
Why it is not simple. Ukraine's track is the 1520 mm gauge it inherited from the Soviet Union. Most of the European Union, including neighbouring Poland, uses a narrower gauge. A locomotive built for European track cannot simply be sent east. Sybiha's appeal asks specifically for engines that fit Ukraine's gauge.
What is at stake. Sybiha says the railway evacuates civilians from front-line areas. He says it also carries vital cargo and moves grain and other critical goods across the country. Without enough locomotives, all of that slows down.
Where it stands. The appeal was made on 15 September. We hold no report that any partner has replied.
What is being argued about
- Sybiha's appeal to partners to replace locomotives
- Whether the 500 counts damaged engines or only destroyed ones
- The time period the count covers, and the share in 2026
- No count except Kyiv's in the reports we hold
