Dagens Nyheter leads on "an hour of screen a day"; Der Standard and HotNews report only a ban at 13

Three reports on the same European Commission proposal for children online. All three carry the age line at 13. One also carries a daily screen limit and parent-controlled accounts for under-15s that the other two never mention.

What all three carry. Ursula von der Leyen, president of the European Commission, presented a proposal on children online on Thursday. HotNews.ro, citing Reuters, says it would bar children under 13 from social media and oblige online services to create safe accounts for children. Dagens Nyheter, writing from Brussels, and Der Standard report the same age line.

Where they part.

Report What it says the draft does A daily time limit?
Dagens Nyheter no social media of one's own before 13; "mini-konton" under parental control for under-15s yes — "En timme skärm om dagen för 13-åringar"
Der Standard names the draft the KIDS ACT, which is to "set clear limits"; 13 announced in the State of the Union address not mentioned
HotNews.ro under-13s barred; online services obliged to build safe child accounts not mentioned

What one report has alone. HotNews names the services at issue — Meta's Facebook and Instagram, TikTok, Google's YouTube and ChatGPT — and points to similar moves in Australia, Britain, China, India, Turkey and several member states.

Not settled. The hour a day is in one headline and nowhere else we hold; Dagens Nyheter's own standfirst describes an age limit and parental-control accounts, not a clock. The under-15 tier rests on that one report too. None of the three says which body must still agree before any of this binds anyone. Only Dagens Nyheter dates it — "a couple of years", and for Sweden.

What this is about. The European Commission has put a minimum age for social media into a draft law, and three papers in three countries describe that draft differently.

How it got here. The Commission is the European Union's executive and the only body that can propose EU legislation. A proposal becomes law only if the European Parliament and the Council of the EU — the member states' ministers — both agree, after negotiation between the three. Ursula von der Leyen has led the Commission since 2019 and gives an annual State of the Union address to Parliament; Der Standard reports that she announced the age limit of 13 there before Thursday's proposal. The Union already regulates the large platforms through the Digital Services Act, which obliges them to assess risks to children, but it does not set one Union-wide age at which a child may open an account — countries and companies have answered that separately. HotNews places the proposal in a wider run of national measures, naming Australia, Britain, China, India, Turkey and several member states.

Who is in it. The Commission, which proposed; the Parliament and the Council, which have not yet acted; the member states, whose own rules such a law would sit over; and the services HotNews names — Facebook and Instagram, owned by Meta, TikTok, Google's YouTube and ChatGPT.

What is at stake. If it passes as these reports describe it, no child in the Union could hold an ordinary social media account before 13, and services would have to build supervised accounts for children. Dagens Nyheter alone says under-15s would get only "mini-accounts" under parental control, and alone puts a daily hour of screen time in its headline. Whether that hour is in the draft at all changes what the law would do to children already on these services.

Where it stands. A proposal, presented on 17 September 2026. Nothing voted on. Dagens Nyheter says it could begin to apply in Sweden within a couple of years.

What is being argued about

  • A minimum age of 13 for social media accounts across the Union
  • Whether a daily screen-time limit is in the proposal at all
  • Parent-controlled "mini-accounts" for under-15s, carried by one report
  • That the Parliament and the member states have yet to agree to any of it

The bias in this coverageBias

A proposal in three headlines

All three reports name the Commission or its president as the one proposing, and all three bodies call it a plan, a draft or a legislative proposal. Two headlines nonetheless hand the action to "the EU", which is not the body that proposed and not the body that would decide. No report says the European Parliament and the Council would have to agree first.

3 reports naming the Commission or its president 2 headlines making the EU the actor 0 reports saying Parliament and Council must still agree

Which limit leads

The under-thirteen ban is in all three reports; the hour-a-day screen limit and the parent-controlled "mini-accounts" for under-fifteens appear in one report each, and that report leads on the hour. One report alone names the platforms the measure is aimed at, and one alone names the draft and quotes its stated aim.

3 reports carrying the ban below thirteen 1 reports carrying the hour-a-day limit 1 reports carrying mini-accounts below fifteen 1 reports naming the platforms

Claims and verdicts

true The European Commission proposed banning children under 13 from social media.
HotNews.ro, citing Reuters, Dagens Nyheter from Brussels and Der Standard all report the same age limit in von der Leyen's proposal, and Der Standard notes she had trailed 13 in her State of the Union address.

unverified The proposal would limit 13-year-olds to one hour of screen time a day.
Only Dagens Nyheter's headline states a one-hour cap, and its own standfirst describes an age limit and parental-control accounts rather than a time limit; no other report we hold mentions screen time.

unverified Under-15s would be restricted to "mini-accounts" under parental control.
Dagens Nyheter alone gives the 15 threshold and the mini-account; HotNews.ro reports an obligation on online services to create safe child accounts but attaches no age to it, and Der Standard says only that the law is to "set clear limits".
