The result. The OECD published its 2025 PISA results on Tuesday. Every report we hold says the scores fell; one gives the numbers. HotNews, citing Reuters, has 760,000 15-year-olds in 91 countries, reading down from 501 points in 2012 to 466, maths from 502 to 469, science from 506 in 2009 to 486 — the lowest since the series began in 2000.

The cause is where they part.

Each cause carries a policy. Feijóo would take individual screens out of classrooms up to secondary. Sweden's Liberals want school screens fought over at the election. The Frankfurter Allgemeine wants early support and compulsory testing. Svenska Dagbladet answers that no government can solve the reading crisis.

Not settled. Cormann's "hand in hand" is the only sourced link we hold between screens and reading, and he does not call it a cause. No report we hold sets one explanation against another. None quotes a pupil or a classroom teacher.

What this is about. A worldwide school test showed 15-year-olds doing worse than ever, and politicians across Europe drew different lessons from it.

How it got here.

2000: The OECD, an organisation of mostly wealthy democracies based in Paris, ran the first PISA test. PISA stands for the Programme for International Student Assessment. It tests 15-year-olds in reading, maths and science, normally every three years, and ranks the countries that take part.
2001: The first results caused what Germany still calls the "PISA shock". Germany scored below the average, and a decade of school reform followed.
2020–2022: The pandemic closed schools. The round planned for 2021 was pushed back to 2022. Its results, published in December 2023, showed the steepest falls the test had recorded.
Since then: Several governments have moved against screens in class. Sweden, once a champion of digital schooling, began bringing printed textbooks back in 2023.
8 September 2026: The OECD published the 2025 round. HotNews, citing Reuters, puts reading, maths and science at their lowest since 2000.

Who is involved, and why.

The OECD runs the test and interprets it. Its secretary-general, Mathias Cormann, presented the results.
National governments run their own schools. Education belongs to the member states, not the European Union. Brussels can support and coordinate, but it cannot set a curriculum.
Opposition parties use the results against whoever holds power. The Partido Popular (PP) in Spain, the right in France and Sweden's Liberals all spoke on the day.
Teachers' unions speak for the people who teach the pupils. In Sweden, the union Sveriges Lärare called the results "a massive school failure".

What is at stake. PISA is the main yardstick governments use to judge their schools. The cause they settle on decides the fix: phone bans, early language support, more discipline or catching up after the pandemic. Sweden's result landed days before a general election.

Where it stands. The scores are published. The causes are not settled. None of the reports we hold weighs one explanation against another.
