Dan says 17 states back keeping EU farm and cohesion money; HotNews.ro names the other side as Germany and 'the frugals', Digi24 as Germany and five others
Romania's president says he and Italy's prime minister brought 17 member states behind a letter defending two of the largest parts of the EU budget. Every report we hold rests on his account. None lists the 17 or quotes a state that wants cuts.
What Dan says. President Nicușor Dan says he and Italian prime minister Giorgia Meloni started and coordinated a letter from 17 member states, HotNews.ro reports. The letter went to the Irish presidency of the Council of the EU. It asks that cohesion policy and the common agricultural policy keep their current funding in the 2028–2034 budget.
Who is on the other side. The two outlets name different opponents.
| Outlet | Who wants cuts | Source given |
|---|---|---|
| HotNews.ro | Germany and "the frugals" | none |
| Digi24 | Germany and five other countries | Politico |
Neither outlet names the five countries or says who "the frugals" are.
What is at stake. Valentin Naumescu, Dan's adviser, told Digi24 that the risk of a break in EU funding on 1 January 2028 "may be quite high" if the budget is not agreed by the end of this year. He says 2027 is needed to pass the rules and finish the preparations.
How it is framed. Digi24's headline calls it "the battle for the EU's billions". HotNews.ro calls it Dan and Meloni's "move".
What is not settled. - Which 17 states signed. No report lists them. - What the letter says. No report quotes it. - Which states want cuts, and how deep the cuts would be. We hold no statement from Germany or from any other state seeking cuts. - We hold only Romanian reports. We could not read Italian, German or Irish coverage of the letter.
What this is about. The European Union has started fighting over its next seven-year budget, for 2028 to 2034. The question is how much of it goes to poorer regions and to farmers.
How it got here. The EU sets its spending in seven-year plans called the multiannual financial framework. The current one runs from 2021 to 2027. It was agreed in 2020, after a long fight between states that pay more into the budget than they get back and states that receive more. In that fight the Netherlands, Austria, Denmark and Sweden were called "the frugal four". In July 2025 the European Commission proposed the next budget. It proposed folding farm money and regional money into single national plans. Farm groups and many states that receive the money objected that this would weaken both policies. Governments have been negotiating since.
The two policies. Cohesion policy pays for roads, schools and business support in poorer regions. The common agricultural policy pays farmers. For decades they have been the two largest parts of the budget. Romania receives large sums from both.
The actors. Nicușor Dan has been Romania's president since May 2025. Giorgia Meloni has been Italy's prime minister since October 2022. Germany is the largest net payer into the budget. Ireland holds the rotating presidency of the Council of the EU until the end of 2026, so it chairs the talks between governments.
How a deal is made. The Commission proposes. The Council of the EU must agree unanimously, so any one state can block a deal. The European Parliament must then give its consent. The rules for each spending programme come after that.
Where it stands. The talks are in the Council. Romania's presidency says 17 states have signed for one side. The reports we hold name only Germany on the other side. No deal has been reached.
What is being argued about
- Whether cohesion and farm funding keep their current level in the 2028–2034 budget
- Who the states seeking cuts are: Germany and 'the frugals', or Germany and five others
- Whether a late deal could break EU funding on 1 January 2028
- Which 17 member states signed the letter
